He covers whole of human existence, any/every situation.
“You” in 3-13 is any who “make the Most High your dwelling.”

91 is great comfort to any and all who come to God thru Jesus Christ.
Not life all roses or easy, see v. 15.
V.14 “Because he loves me,” says the Lord, “I will rescue him; I will protect him, for he (knows me)”.
Baby in manger is hope for all!
