2016/17 contract changes A national investment in the contract for 2016/17 of £220m to uplift the contract and take account of increased expenses, including: A pay uplift of 1% Increase in vaccinations & immunisations item of service to £9.80 Changes in the value of QOF point to £165.18 A revised national GMS price of £80.59 Funding to cover increased business expenses including CQC costs All vaccs & imms programmes are to continue in 2016/17 with the exception of changes to meningococcal B, meningococcal C and meningococcal ACWY (see below)

Further commitment to expand and improve the provision of online services for patients. GP practices will be encouraged to transmit prescriptions electronically using EPS Release 2 GP practices will be encouraged to make referrals electronically using the NHS e-Referral Service Online access to clinical correspondence Apps for patients to access services Shared discharge summaries and event posting Not exhaustive list – see letter 29 April 2016.

DES 2016/17 The Extended Hours and Learning Disabilities schemes will be extended for a further year. The Avoiding Unplanned Admissions (AUA) enhanced service will be extended for a further year from 1 April 2016, with minor changes to clarify timeframe for care reviews. Dementia diagnosis and support DES not extended. It is felt that QOF indicators and clinical guidelines are sufficient.

Changes to An increase in the item of service fee for vaccinations and immunisations to £9.80 For meningococcal B, it has been agreed to withdraw the catch-up element, as well as to withdraw the delivery of paracetamol It has been agreed to remove the infant dose of MenC from the Childhood Immunisation Programme from April 2016 Extend the MenACWY 18 programme to allow opportunistic vaccination of year olds

Core funding (1) Uplifted for 2016/17
A summary of the recent changes to the GMS Global Sum Price per weighted registered patient: 2013/ £66.25 2014/ £ > 11.03% increase (£7.31) 2015/16 (1 Apr) £ > 3.0% increase (£2.21) 2015/16 (1 Oct) £ > 0.9% increase (£0.74) 2016/17 (1 Apr) £ % increase (£4.45) ave 15/16 Significant changes reflect the transfer of funding from Enhanced Services, Seniority payment changes and QOF to core practice funding.

Core funding (2) April 2016: The increase from £76.14 (average across 2015/16) to £80.59 of £4.45 is derived from: 85p is inflationary uplift 50p is the reinvestment of MPIG 30p is reinvestment of seniority 73p is the reinvestment into the global sum of the monies from the withdrawn directed enhanced services (Dementia - £42m) £2.07 is other elements paid through global sum, i.e. NIC 3.4% rate abolition, superannuation increase, CQC fees, indemnity insurance
