Enhancement of Scope of Infrastructure Providers-1 (IP-1)
NDCP-2018 notified in Oct’2018 focuses on Telecom infrastructure development initiatives. One of key focus areas in NDCP is enhancement of scope for IP-1 to include Active as well as Passive equipment. The same is covered [vide para 1.1(f)] as one of the Strategies for implementation of NDCP objective as quoted below: “Encourage and facilitate sharing of active infrastructure by enhancing the scope of Infrastructure Providers (IP) and promoting and incentivizing deployment of common sharable, passive as well as active infrastructure.” The amendment to IP-1 registration required to enable the above:- IP-1 registrants to be allowed to provide passive assets such as dark fibers, Right of Way, Duct space and tower etc. as well as active assets consisting of but not limited to Transmission equipments including optic fiber as well as radio based and Access equipments including Antenna ,Feeder Cables, RAN, Node B, DAS, GPON, Wi-Fi etc. but not any Core network equipment, to provide this only to the authorized telecom service providers/ internet service providers, licensed under Indian Telegraph Act 1885 and not to any other entity or end user.

Key Benefits of allowing Active Infrastructure provision by IP-1:
Facilitating the Private Investment/CAPEX through independent infrastructure providers. Reduction in capex by Telcos in active transmission and access equipment (Build or Buy option, Infrastructure-as-a-Managed Service). Cost optimization for O & M and provision of service by TSP’s leading to reduction in tariff for end users. Ensuring the uptime and availability of infrastructure through dedicated infrastructure companies. Reduction in 5G roll out and maintenance costs. Why IP-1 registrants need not be licensed under Indian Telegraph Act 1885: No provision of telecom service to end users as they are and will be providing infrastructure to authorized telecom operators only and not a telecom service to end-users (B2B only). No core network like MSC, LIM etc. to be provided. No licensed spectrum required. No numbering resources required. No access/ ownership of end-customer data.
