Oral Statements Oral statements or discussions during this Pre-Submittal Conference will not be binding, nor will they change or affect the RFQ or the terms and conditions of the contract. Changes, if any, will be addressed in writing only via an Addendum.

Scope The San Antonio Water System (SAWS) is pursuing a request for qualifications (RFQ) and requesting statement of qualifications (SOQs) from qualified engineering firms (Respondent) to conduct an assessment (the Assessment) of the risks to and the resilience of SAWS’ potable water system (the System) and for the preparation and implantation of an Emergency Response Plan (ERP) that incorporates the findings of the Assessment. The Assessment and the ERP must comply with the requirements of America’s Water Infrastructure Act of 2018, 42 U.S.C.A. §300i-2.

Scoring Criteria Project Team Experience and Capacity (40 Points)
• Both Respondent and sub-consultant(s)/sub-agents shall provide the following: - Work history and specific experience as it relates to scope of work outlined in this RFQ - Resume of Respondent’s Team - Resume no more that two (2) pages per person on the capabilities, experience and qualifications of each team member. - Resumes shall include name, title, education, brief overview of professional experience, and licenses or professional affiliations of each team member. - Indicate the availability of Respondent and Sub-consultant staff for this project - Identify what portions of the scope will be assigned to these individuals

Scoring Criteria Proposed Plan and Project Approach (30 Points)
Discuss the Respondent’s strategies for accomplishing each of the three phases outlined in the scope of services. Additionally, provide individual timelines, and discuss the Quality Assurance and Quality Control (QA/QC) methods Respondent intends to utilize for each of the phases. The plan should provide, at a minimum, itemized tasks, the required resources and a proposed timeline. Emphasis should be given to maximize efficiencies in procedures to ensure that SAWS meets its goal in a timely manner. - Assessment – Include a discussion of methods Respondent will employ - Development of Specifications – How will the specifications be determined and how they will be presented - Development of the Security Master Plan – Cover all aspects of the standards being employed and how the plan will be presented to SAWS. - Implementation – Discuss how Respondent will provide consultation and guidance during the SAWS implementation of the Master Plan

Scoring Criteria Project References (15 points)
Provide a list of three (3) previous completed in the last five (5) years, in which the Respondent has performed services similar to those sought in this solicitation. List should include: - Name of client - Client Address - Location (city and state) - Description of scope of work performed/completed - Duration of assignment - Respondent’s role in project - Valid point of contact to include name, phone number and address - Letter of recommendations are encouraged and can be included in this section

Submitting a Response Helpful Reminders Thoroughly read the RFQ document prior to submitting your SOQ Maximize points by addressing all items in the order they are identified in the RFQ Be specific; avoid “boiler plate” responses Utilize the Submittal Response Checklist Contact the SMWVB Program Manager for assistance, if necessary Perform a thorough QA/QC on your SOQ prior to submitting

Submitting a Response Submit hard copies
1 original and 8 copies Include a CD or USB flash drive of the original SOQ; include all pages Reference the RFQ document to determine what additional items are required Page limit of thirty (30) per proposal Must be securely bound by a means other than 3-ring binders Use 8 ½ x 11 portrait format (one 11” x 17” permitted)

Submittal Deadline Submittal deadline is August 9, 2019 at 2:00 pm
Solicitation number, solicitation name, date and time of the deadline should be clearly identified on the outside of the submittal package Deliver to 2800 U.S. Highway 281 North, Customer Service Building: Deliver to Counter Services so they can time stamp your package SAWS recommends submitting your SOQ at least two (2) hours prior to the deadline Make arrangements early if mailing your SOQ Late responses will not be accepted, and will be returned unopened

RFQ Scoring: Up to 15 Points Local Office Small Business Enterprise (SBE) Minority Business Enterprise (MBE) (Includes ABE, AABE, HABE and NABE) (NABE) Veteran-owned Business Enterprises (VBEs): Not eligible for points, but tracked for participation

Good Faith Effort Plan (GFEP) FAQs
Q: Is the 40% SMWB goal mandatory? A: No, but it is weighed in the selection criteria, and SAWS asks Respondents to do their best with good faith outreach efforts. If the goal is not met, proof of outreach efforts is required with the submittal. Q: What if I am having trouble finding SMWB subconsultants? A: Please the SMWVB Program Manager with the scopes of work you are seeking. You will receive lists of local SMWVB-certified firms to contact from the SCTRCA database. Q: What if my business is SMWB-certified? Do I need to find SMWB subs? A: If your firm is SMWB-certified, you will most likely meet the goal. However, the GFEP is a required document, and a good faith outreach effort is still necessary. Q: Do I need to include all subconsultants in the GFEP, or just SMWB-certified subconsultants? A: All subconsultants need to be included in the GFEP. The GFEP and organizational chart need to match. Q: What if I have questions about the GFEP? A: Please contact the SMWVB Program Manager at (210) , or at GFEP questions can be asked at any time before the submittal is due.
