1 Marine Manufacturing and Repairs Supply Development Programme (MMRSDP)
6th Cape Town Industries Showcase 11 – 12 September 2019

2 CONTENTS Introduction Certification and Accreditation Challenges Key Action Programme End Strategic Partnership

3 Introduction The MMDP subscribes to the following core objective of the NIPF in support of the dti’s vision to promote industrialisation characterised by: (1) broad participation; (2) a labour-absorbing industrialisation path The sector programme encompasses the following industries of the marine activities Upstream and Downstream of the Value Chain:

4 Designation of the Marine Manufacturing and its Challenges
Designated sector for local procurement at 60% local content: The Instruction Note (and its revised version) ~ with intense involvement of the industry. The rational behind designation of the Marine Manufacturing: Labour absorbing nature of the industry The ramification (linkage) of the industry with the rest of the economy. Impact (important multipliers) to many other industries in the value chain (VC) Benefit of Designation does not trickle down along the value chain because of marine standard requirement for components. A marine certification of product is required to supply to the industry Economy of scale is needed for further investment in the manufacturing processes List of exempted products is growing exponentially There is no a product case to show as result of designation

5 Strategic Partnership
AMD & SABBEX Industry Associations CSIR Innovation & Technology Developments the dti CTA: Composite Training Academy; FBC: False Bay College SAIMI, FBC & Others Maritime Training Institutions BV, Lloyd’s, SAMSA & SABS Quality & Safety Assurers Agencies

6 (AISI - CSIR is the implementing partner)
Components Manufacturing: Certification and Accreditation Key Action : Support for Accreditation and certification of components to Marine Class and standard (AISI - CSIR is the implementing partner) The programme will assist local components manufacturers to produce components that respond to the world class requirements and specifications of marine accreditation of components. Components into waterborne vessels require to be approved to a specified marine standard. Marine standard for locally manufactured components is rarely adhered to by the local industry.

7 Key Action Programmes for the Success of the Industry
Local Demand: Localisation & Access to Local Market Components manufacturing Certification and Accreditation Industrial Financing Skills Development Innovation Framework: Naval Design Infrastructure Access to African Market Transformation

9 About AISI – Background
Aerospace Industry Support Initiative (AISI) established by the dti AISI hosted and implemented by the CSIR since 2006 Strategic direction and objectives: Technology based supplier development Industrialisation of technologies Industry transformation Job creation

10 About AISI – Impact and Programmes
AISI impact in the last five years (aerospace): 86 projects supported, many benefitting SMME’s Over 100 highly skilled jobs created and retained 32 technologies developed and enhanced 16 import substitutions and export capabilities developed 2 new companies created AISI programmes (aerospace): 2017/18 AISI Budget Breakdown

11 Marine Manufacturing and Repairs Supply Development Programme (MMRSDP)
Why is AISI implementing the MMRSDP? About the MMRSDP: Programme aims to make targeted interventions to improve industry competitiveness Assist (marine) manufacturers to address issues that hinder/prevent participation in the marine value chain (locally or internationally) Benefit systems/components manufacturers from other (non-marine) sectors by providing new opportunities, or open new markets for existing marine suppliers Programme provides assistance in addressing issues related to: Standards and Certifications (focus of the programme) Technology Enhancement

12 MMRSDP – Standards and Certifications Intervention
Inadequate compliance with marine certifications and accreditations hindering local suppliers from entering marine value chain AISI is identifying a limited number of manufacturers to benefit from marine certifications Support will focus on : Implementation/auditing of components/systems Engineering support, e.g. design assessment Testing and related services …to obtain marine certifications

13 MMRSDP – Standards and Certifications Intervention
Targeted components include (but not limited to): pumps; valves; refrigeration systems; cranes and davits; hydraulic equipment; etc. Qualifying companies must be: Component/system manufacturer; component for use in marine industry SA registered company; B-BBEE and tax compliant Expression of Interest (EoI) process:

14 MMRSDP – Technology Enhancement Intervention
Technology enhancement is a critical aspect for marine manufacturers for organisational growth Development/enhancement of new technologies, processes, and manufacturing methods to remain competitive on a global stage Similar EoI process as in Standards and Certifications Intervention Support will focus on: Technology validation Utilise national infrastructure to develop/enhance specified technologies (e.g. testing) Technology transfer Transfer relevant technology from e.g. established shipyard, CSIR, TEI to a manufacturer

15 MMRSDP – How to Participate
Submit an EoI proposal, details can be found at Concise proposal template will require: Company information (profile, experience, etc.) Information about the support being sought (budget, timescales, feasibility) Impact of the intervention (detail depending on budget) Supporting documentation Evaluation based on scorecard (Experience, B-BBEE/black ownership, Impact) Please come and speak to us, we are here to help!
