General RPS framework Identify key RPS provisions for states/provinces Derive state/provincial loads and sales from BA forecasts Calculate RPS energy targets (GWh) for each state/province

11 General RPS Framework General rule across jurisdictions:
Base (GWh) x Rate (%) = RPS RE (GWh) RPS RE = Target level of renewable energy Base = Sales of electricity by utilities covered by the RPS policy (e.g. IOUs, coops, munis, etc) Rate = Percentage of electricity sales that must be from renewable generation (e.g., wind, solar, geothermal, biomass) Western Electricity Coordinating Council
