Establishing a clear, objective goal that provides a clear expectation that the focus of resident inspection is direct observation and assessment in the field

2. Inspection Improvements:
Formalise and implement planned and systematic inspection programmes and overall plans for the programme of inspections in order to establish intervals between inspections and the level of effort to be applied and to ensure that the inspections cover all areas of responsibilities of the regulatory bodies (BNRA and the MoH) within an established inspection program period
Establish expectations for BNRA and MoH inspectors, other than resident inspectors, that make it clear that staff in the process of conducting an inspection should place emphasis on observation and assessment of continuing safety activities in the field
Reconsider how the inspection program is used during the pre-application for authorization period, and its potential to encroach on the licensee’s prime responsibility for safety by influencing the content of the subsequent application and the resultant impact on the independence of the regulatory body
Establish procedures for effective coordination of inspection activities for SIR of BNRA and the MoH

3. Enforcement Improvements:
Establish and implement a formal, documented, enforcement policy that defines the criteria for application of various measures, incl. how to determine the safety significance of a violation and which measures to apply
Give the inspectors specifically for radiation sources the authority to take on-site enforcement actions including a directive to discontinue activities or shut down the facility or the activity if necessary
