2. Framework regulation Article 13 Quality
Member States shall take the measures necessary to ensure the quality of the data and metadata transmitted.

6. The Commission shall be empowered to adopt implementing acts specifying the modalities and content of the quality reports, including indications on the method for assessing compliance with precision requirements. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 18(2), and shall not impose significant additional burden or cost on the Member States.

3. Quality reporting in the ESS
Adoption (ESSC) in December 2015 of SIMS 2.0 (Single Integrated Metadata Structure)
Based on two pillars
ESMS (Euro-SDMX metadata structure) => targeting the dissemination
ESQRS (ESS Standard for Quality Reports Structure) => targeting MS and ESTAT quality reporting
Supported by the ESS MH (ESS metadata handler)
Therefore regulation based on ESQRS, more limited, more relevant and simpler than SIMS2
ESQRS is defined as a reference, to be adapted to sectoral needs. QR templates for ESS MH to develop for each data collection

4. IA on quality
Heavily consulted with the units in charge at Eurostat and with the WGs
Definitions of what is relevant for the regulation: some comments in the EoV for refinement will be implemented
Assessing compliance with quality requirements – introduced by the Council. Implies element of dialogue and judgement.
Annex: quality criteria: ESQRS, adapted to surveys, in a light way

No legal reference to manual
SIMS vs ESQRS (numbering: for essential ESQRS elements)
No reference to costs, as MS refused
Compliance: based on current good practices, magnitude and relevance is taken into account
