First definition appears in 2015 in the GSI-WS-1:
Person under the responsibility of the Project Leader or the Organic Unit responsible for the contract who monitors a specific activity in an operation on behalf of CERN.

3. Who should be considered as WSS ?
Since the 1st definition things were made clearer:
Works and Services Supervisor : Person under the responsibility of the Project Leader or the Organic Unit responsible for the contract who monitors supervises a specific activity in an operation on behalf of CERN.
 Any person who supervises the work or service, provided by his organic unit, that involves people from another organic unit, being staff, Users, FSU or contractors.

4. Who should be considered as WSS ?
Any person in the following cases:
Designated as supervisor in a CERN Plan de Prevention (PdP mandatory if contractors are involved in the activity)
Supervising contractors (including FSU)
Supervising activities (work or services) involving participants from other Groups
Designated as supervisor in the IMPACT of the activity
(Even contractor who have the clear mandate to supervise activities)

5. The role of the WSS
The WSS has a mandate linked to a given “real” activity (= a technical objective)
Any person responsible for an activity is equally responsible for the safety of this activity, being for the personnel involved in the activity, for the people around the activity, for the equipment, for the environment…

6. The WSS shall… (excerpts from GSI-WS-1)
Coordinate with the Technical Coordination Team.
Assess the risks connected with his/her activity and define the associated preventive and protective measures, documenting such provisions in writing and forwarding them to the Technical Coordination Team.
Take account of and implement any provision requested in the framework of coordination meetings and VICs;
Ensure that all people involved in his/her activity are informed of Safety requirements and have all the necessary means to meet them.
