What are we talking about?
Mobilizations mean large deployments, long distances, long duration, complex incidents, and multiple disciplines. □ YES □ NO □ MAYBE

Fill-in-the-blank format for resources, local and divisional incident planning, communications, etc.

Maintain CIMS (Contact Information Management System) currency. Renew profile and keep contact information up-to-date. • Department, Division, and Dispatch Center information is vital to mobilization protocol. Computer Aided Dispatch (CAD) uses information from CIMS

Formerly “Coloring Book” • 110 Pages – lots of information! • Event sequencing, guidance and checklists, contact information, map and resources. • Templates for local information, as above. • Pre-arranged resources (blank) for outgoing and incoming assistance. Completed book belongs on a shelf – in your local dispatch center(s). Must be readily available to them!

CAD at a Glance • Event/Incident is created with as much information as is available. • Notification message (Alert) is sent to all: • Division Executive Boards • Division Primary and Secondary Dispatch Centers • Requested resources are identified and computer locates nearest appropriate by latitude/longitude from stricken division. • Pre-tasking messages (Alerts) are sent to identified divisions. Dispatch Centers have responsibility for accepting or declining request.

CAD at a Glance, Cont’d Messages are sent to all media as listed in CIMS! Cell, Landline, , etc. Three message categories: Notification – sent to all division executive boards, dispatch centers, etc. statewide. Pre-tasking – sent to selected division boards and dispatch centers. (Actually, two distinct messages. Only dispatch has capability to reply.) Tasking – sent to responding division boards and dispatch centers. Has response info, requests rosters, etc.

CAD Rules • Stricken Division(s) not tasked. • 80/20 Rule.
• >10 minutes = NO. • Only one response (first one) is accepted. • Can be overridden by operator at RED. • Assigned resources cannot exceed request. • Message system cannot navigate computer answering menus. • Geography is based on lat/long of division center.

CAD and CIMS (see slide 6 – “CAD uses CIMS info”)
Phone numbers in CAD are whatever info you have in your division CIMS listings. It doesn’t matter what number (mobile, landline, home, office) is listed for division executive board. IT MATTERS what number is listed for division dispatch center. Must be answered directly by a human 24/7/365 in the dispatch center. – see above. Some centers have no address. The director’s won’t work. (03:30 on a Holiday Weekend Rule) Text message only advises personnel to look at your .

Hello Regional Emergency Dispatch Center, PDC Division 3, the following notification has been sent to you by the Mutual Aid Box Alarm System. Here is your message: This is MABAS and RED Center. We have been advised of an incident in Anytown, Illinois Division 75. At this time, no response or action is being requested or authorized to respond through the Statewide Mutual Aid Plan. DO NOT call MABAS. DO NOT call RED Center. Please select from the following…

This is an important message from RED Center and the Illinois Mutual Aid Box Alarm System. Please press “1” to continue. (Repeat). Hello Regional Emergency Dispatch Center, PDC Division 3, the following notification has been sent to you by the Mutual Aid Box Alarm System. Here is your message: To Division 3, this is a message from MABAS and RED Center confirming an activation of the Statewide Mutual Aid Plan for a tornado incident in Division 75. Our records indicate that you have the following resources available for response: An Engine Task Force Divisional Dispatch Center, please acknowledge response within 10 minutes of receipt of this message to accept or decline the assignment. Please select from the following response options: “Our division is able to fulfill the request” –Press “1” “Our division is unable to respond” –Press “2”

The dispatch centers have 10 minutes to reply
The dispatch centers have 10 minutes to reply. After 10 minutes, they are considered “no”. The Pre-Tasking sent to Division Board Members does not include the ability to respond. Why, you ask? Rules of Engagement: You may not substitute equipment unless approved by RED Center. Messages are also sent to addresses. Pre-Tasking to division dispatch centers has response capability, but only one response (the first one) is accepted. Wait for Tasking message before departing. It will have specific instructions for communications, roster, arrival time and location, etc.

Hello Regional Emergency Dispatch Center, PDC Division 3, the following notification has been sent to you by the Mutual Aid Box Alarm System. Here is your message: To Division 3, this is a message from MABAS and RED Center confirming activation and tasking for the Statewide Mutual Aid Plan for the following response to Anytown, Illinois. Your division is being activated for the engine task force. The responders and equipment will be checked-in and validated at the reception area located at 123 Main Street. Your response is due to arrive in reception by 1900 hours. Divisional Dispatch Center, please respond and confirm acceptance of this tasking by acknowledgement actions. The validation code will be given to the responding command officer upon receipt of the Pre-Deployment Roster and Equipment/Vehicle Inventory forms….. That Phone Call from RED Center…
“Long time listener; first time caller”. • RED will call the Leader once the roster is received. • Who tells the leader? • Who is the hinge pin of the entire mobilization? (Answers on next slide) • Information can be simple or very complex. Be prepared with Deployment paperwork, e.g. roster, Tier 2, Vehicle Inventory, etc. • Routing to Reception. • Security Validation Code. • Target Arrival Time. • Duration of Mobilization (estimate). • Communications Plan through Reception. • Additional as pertinent.

Requested companies should be prepared to respond within 2 hours or less
Pre Deployment Roster and Support Vehicle Inventory forms must be submitted prior to response Companies should be prepared to be committed for an extended amount of deployment time Task Force/Team Leaders/Companies should respond with at least One StarCom radio Responders should be supplied to be self-sufficient for an extended period, minimum of 72 hours
