3. Perkins V Overview
Strengthening Career and Technical Education for the 21st Century Act signed into law by the President on July 31, 2018.
New law is being referred to as “Perkins V”
Goes into effect on July 1, 2019
Congress passed and President Trump signed into law the Strengthening Career and Technical Education for the 21st Century Act on July 31, The new law will be referred to as Perkins V and goes into effect on July 1, 2019.

4. Perkins V Overview Year 1 will be a “transition year”
Missouri submitted one-year transition plan on May 24, 2019
Full four-year state plan due April 2020
The first year will be a transition year so very little will change at the local level. We will be submitting a one year transition plan in the spring followed up by a full four-year state plan which will be due in April 2020.

5. Perkins V (2019-20 Only) No changes to financial requirements
No changes in the application requirements
LEAs that are current fiscal agents:
Submit local plan in Compliance Plans system

7. Size, Scope and Quality
A full range of Department-approved career and technical education (CTE) program areas, services and activities provided by an eligible recipient that would provide educational opportunities in four of seven CTE program areas:
Agriculture, Food, and Natural Resources
Business Education which includes Information Technology
Family Consumer Sciences and Human Services
Health Sciences Education
Marketing and Cooperative Education
Skilled Technical Sciences
Technology and Engineering

8. Size, Scope and Quality
A minimum of three (3) sequential credits (Secondary) or 12 sequential credits (Post-secondary) must be offered in each single CTE program of study
The eligible recipient must provide supportive services that include student assessment, guidance, placement, and remedial academic support for all students, including members of special populations who area enrolled in CTE program areas provide by the eligible recipient
Each single CTE program must have at least one secondary/post-secondary credit transfer agreement such as dual credit/concurrent enrollment or articulation agreement in place

9. Size, Scope and Quality
Each CTE program must meet all CTE program quality requirements as per the Common Criteria and Quality Indicators (CCQI)—cut score to be determined

10. Stand-Alone Perkins Grant Recipient Requirements
The sufficient size, scope and quality definition must be met
Secondary recipient must have a Perkins allocation of $15,000.00
Post-secondary recipient must have a Perkins allocation of $50,000.00
Otherwise be affiliated with a local Career & Technical Education Consortium.

12. Secondary Concentrators Defined
A student served by an eligible recipient who has completed at least two (2) courses in a single career and technical education program or program of study
A course is defined as a series of lessons that equals one unit of credit.
What this means: MO has defined a course as one unit of credit. Students must complete two units of credit in a single CTE program, that is approved by DESE, to be considered a concentrator at the secondary level.

13. Post-Secondary Concentrator
A student enrolled in an eligible recipient who has
Earned at least 12 credits within a career and technical education program or program of study, or
Completed such a program if the program encompasses fewer than 12 credits or the equivalent in total.

14. Common Criteria Quality Indicators
LEAs encouraged to use CCQI for program improvement for the last several years
LEAs submitted data last fall
DESE will NOT require Cohort III to complete CCQI during the school year
But…….

15. Common Criteria Quality Indicators
CCQI will be used as a quality measure for Perkins V
Schools are highly encouraged to regularly evaluate their programs using CCQI
Use the data locally for program improvement

16. Comprehensive Local Needs Assessment
Perkins V Requirement—funds must be aligned to CLNA
LEAs encouraged to complete this between Sept-Dec 2019
Regional meetings on CLNA in September
Posted on DESE website. Registration required.
The CLNA will not be submitted to DESE, but it is an auditable document.

September 11: Northwest Technical School, Maryville
September 12: Kirksville Area Technical Center, Kirksville
September 19: Cape Girardeau Career & Technology Center, Cape Girardeau
All meetings are scheduled from 9:00 – 12:00
