4. How does the military see its role?
Non-combat functions of their armed forces that deal with civilian functions, or involve armed forces taking on tasks typically performed by civilian authorities, NGOs or international humanitarian organizations
The relationship between humanitarian organizations and multinational military missions in situations associated with armed conflict
The co-ordination and co-operation, in support of the mission, between the Commander and civil populations, including national and local authorities, as well as international, national and non-governmental organizations and agencies

5. Conceptual and strategic approaches for civil-military interaction:
Subordination or parallel activities: Should the civilian or the military actors take the lead? Or is it simply about coordination?
Distance or proximity: Should soldiers and civilian aid workers engage with each other, with their very different organisational structures and cultures, rules and procedures, or should they save time and energy by keeping their distance?
Professionalism versus deficit compensation: Should non-military tasks only be carried out by professional organisations from the civil society sector, or do soldiers have a role to play here as well?
