2019 Eurostat grants Call for proposals ESTAT-2019-PA5-E-ENVECO
Call launched on 7 May Deadline for applications: 11 June 17:00 CET Budget: circa euros Maximum Eurostat co-finance of action costs: 90 % Topics covered: environmental accounts, ecosystem accounts and circular economy (see next slides)

Scope proposed regarding environmental accounts
Extend the scope and quality improvement of the data collected under Regulation (EU) 691/2011 beyond the Regulation, in particular: extend time series, early estimates, voluntary variables, enhance coherence across modules and an integrated data production, improve methods to adjust for the resident principle, improve methods to assign road transport emissions and energy use to NACE/households for AEA and PEFA; develop direct data sources (dedicated surveys and ad-hoc data collections) Develop methodology according to the SEEA CF research agenda Develop environmental subsidies and other transfers accounts, forest accounts (including valuation of wooded land), water accounts, waste accounts

Scope proposed regarding ecosystem accounts
Pilot ecosystem extent and condition accounts Pilot ecosystem services supply and use accounts in physical units Ecosystem accounts for marine ecosystems Develop models to fill data gaps Experiment with valuation techniques Improve the usefulness of existing source data for ecosystem accounting and extending the source data available, including geo- referenced data Capacity building and developing a community of practice – organise workshops, conferences, etc. Explore links between biodiversity, ecosystem condition and ecosystem services

Scope proposed regarding circular economy
Develop or improve waste and secondary raw material accounts consistent with SEEA type material flow accounts Produce the indicator circular material use rate with material breakdowns more detailed than 4 main MFA categories Improve identification of the flows of waste and of secondary raw materials in imports and exports Develop or improve visualisation tools to communicate the results, e.g. Sankey diagrams for material flows
