Issues needing further discussion

2 Note The identified areas refer to the SG structure
Certain specific proposals related to SG mandate, points of guidance and allocation of Recommendations will be dealt with later in the meeting

3 Three categories Green light Yellow light Red light
Consensus exists: all expressed proposals in essential agreement Yellow light Essential consensus exists: majority of proposals in agreement with minor issues Red light Consensus possible but not yet achieved: different proposals have been identified and further discussion will be needed

4 Green light SG A (Tariff and accounting principles, telecommunication economic and policy issues) SG D (Optical and other Transport Network Infrastructures) SG E (Integrated broadband cable networks and television and sound transmission ) SG G (Performance and Quality of Service) SG K (Security, Languages and Telecommunications Software)

5 Yellow light (1) SG B (Protection against electromagnetic environment effects) SG C: (Outside Plant and related indoor installations) All proposals but one support separate SGs C63 (BT) supports merger of SGs, or as a minimum, co-location of meetings Possible way forward:  separate SGs but collocated meetings

6 Yellow Light (2) SG F (Multimedia Terminals, Systems and Applications)
No controversy about SG F as such Open issue: possible allocation of block 2D if SG2 Option 1 is adopted Possible way forward: agree that SG F will continue and, if SG2 Option 1 is adopted, adjust the mandate and points of guidance for SG F accordingly

7 Yellow light (3) SG H (Telecommunications Management)
Continuation as a separate SG is not contested Two proposals may affect the complete work programme of SG H, if SG 2 Option 1 is adopted (Docs 40 + Cor.1; 58) Possible way forward: agree to create SG H and adjust its work programme as needed depending on the SG2 Option decisions.

8 Red Light (1) SG J: Mobile Telecommunications Network
All contributions but one support keeping mobility studies in a separate SG C62 (Senegal) supports merger of mobility study with NGN SG Possible compromise: separate SG but collocated meetings with NGN SG

9 Red Light (2) Allocation of TDR work SG I (NGN)  C40
SG K (Security)  C61 (presumed) SG M  C52 Add.15, C58 (presumed)
