FEMA EMI/NFA Courses * E-Series Instructed FEMA Resident Courses. Taught by FEMA contract instructors at EMI in Emmitsburg, MD and provides a FEMA certificate. Reimburse travel and free lodging. Meal ticket not reimbursed. * L/O-Series FEMA Instructed Non-Resident Courses. FEMA courses taught off-campus in regions by FEMA certified contract instructors. FEMA provides certificates. No stipend for travel or lodging provided. G-Series Hand-off Courses. Provided through state or federal partners; who establish enrollment policies, approves attendance and provide certificates. Independent Study Courses (IS). Dozens of on-line courses; many are required for CAP Ops Quals and prerequisites for other FEMA Courses * On FEMA Transcript

E-Series Instructed FEMA Resident Courses. Submit a FEMA Form and through Wing Commander for approval; then submit to NETC Admissions. L/O-Series FEMA Instructed Non-Resident Courses. Submit Form and through Wing Commander for approval; then submit to course POC. E or L Series Train-the-Trainer Instructor Courses. Submit Form to NHQ/DOSI for NHQ/DO approval; DOSI will send to NETC. G-Series Hand-off Courses. What is NESA-MTT What it is… What it is not …
An extension of NESA’s program; permitting nationwide course deliveries on weekends and at conferences to smaller groups of members. An outreach mechanism; providing needed prerequisite and operations qualification courses to members in states having course access difficulties. What it is not … Replacement for the summer NESA program. Replacement for State Training Office/FEMA State-Handoff course deliveries Watered down CAP Centric – easier passed program.

How Does It Work Wing POC contacts NESA-MTT Coordinator.
Wing picks class (s) based upon needs (Annual Conferences). Wing CC requests classes, through Region CC, to NHQ/DO. NHQ/DO approves all course deliveries. NESA-MTT Coordinator contacts Wing on scheduling. Course Lead Instructor designated and works with Wing POC. Course is taught and student’s records are updated.

Basic NESA-MTT Instructor Qualifications
Significant experience and credentials in subject area. Completion of any required Train-the-Trainer course. Completion of adult education course (with peer review teach-backs). Satisfactory demonstration of skills during instructor check-ride. Appointed by NHQ/DO.

Lead Instructor/Evaluator (*) ICS - Master in ES specialty/IC2 SET in Ops Quals; 90% on ICS tests PIO - Master in PAO specialty, PIO SET in Ops Quals; 90% on PIO tests COMM - Master in Comm specialty, FEMA certified COML/SET; 90% on COML test Adjunct Instructor ICS - Section Chief in Ops Quals; 90% on ICS tests PIO - Senior in PAO specialty, PIO in Ops Quals; 90% on ICS tests COMM - Master in Comm specialty, FEMA certified COML; 90% on COML test (* May be waived for State or County/City EMA lead instructors in their own state)
