1 OFFICIAL Data Analytics and AI Centre of Expertise 17th September 2019

2 Digital & IT (D&IT) Programme Strategic Goals
The Data, Analytics and AI COE (Data COE) is part of the wider Digital & IT (D&IT) Programme which is looking to provide digital and IT solutions for all Functions and TLB’s. D&IT strategic goals includes: to provide Defence with ‘access to better information and analysis’, and a ‘diverse, inclusive and capable workforce delivering better solutions faster’.

3 Data, Analytics and AI COE Summary
The Data, Analytics and AI COE (Data COE) is part of the wider Digital & IT (D&IT) Programme which is looking to provide digital and IT solutions for all Functions and TLB’s. 5 What will the Data COE deliver

6 Data Science environment
Coordinating applied Data Science and algorithmic exploitation across Defence and building a community of practice to share knowledge and good practice Data Science environment A Data Science community Data Science An MOD wide Data Science environment to build AI/ML capabilities which can be tested safely on real live MOD data A community of Data Scientist and a safe coding environment in MOD to exploit and drive insights using foundational and advance analytical techniques to deliver projects in an agile manner. Agile Analytics project delivery Deliver business and advance analytics projects in an agile manner across MOD

7 Refreshed Data Governance framework
The management and availability of accurate, timely and consistent data (Single Version of the Truth) Refreshed Data Governance framework MOD Data repository Data Management The rules and controls that ensure important data remains fit for purpose Provide MOD the ability to make data driven decision based on authoritative data sets and a single point of contact for including: Standardised metrics Mapping pan defence data sources Data dictionaries Improved Data quality Implement updated Data governance including DQ reports for initial Data COE projects

8 Online Learning platform
A digital and data literate workforce that has the capability to make data driven decisions Online Learning platform Digital and data literate workforce Data Behaviours A single place that brings together training, networks of like minded people and a market place of skills and opportunities MOD staff has the confidence and capability to make data driven decision so that: They can work and use data and technology appropriately to drive insights Understand digital, data and technical concepts and apply them to what they do Make MOD processes, systems and services simpler, faster and better Digital & Data buddies Exploit internal resources to upskill MOD staff via Digital Data buddies

9 Data COE: Phase 1 projects
The seven Pilot Projects will showcase the capabilities of the COE as it stands-up and matures. They will demonstrate how Data projects in the TLB and Functions can benefit from the COE’s expertise in Data Behaviours, Data Governance and Management, and Data Science. Digital and Data Behaviours projects will deliver capability and drive improvements through the upskilling of MOD personnel through Digital & Data Buddies, and the development of Digital Leaders through the Digital & Data Academy. Data Science projects will change the game by demonstrating how the automation of reporting and decision-making will improve outcomes and create efficiencies in the MEDEVAC process, in Defence Statistics and in Defensive Cyber Operations. Data Management projects will add impetus to the development and implementation of the Data Governance Framework, improving the business and establishing control through the provision of trusted and authoritative People and Location data. 10 Capability Phase 1 projects will showcase
The phase 1 projects will provide an early opportunity to showcase COE capabilities, and will also demonstrate how Customer Experience is at the heart of the COE. Further information on Phase 1 activities can be found in the following slides Delivering capability Business Improvement Establish control Game Changer Data Science Project OVERFLIGHT Decision-support tool linking datasets to enable triage of MEDEVAC assets. x x x x Reproducible Analytical Pipelines Applying software development techniques to automate the production of statistical reports. x x x Cyber Machine Learning Automating detection and triage in large Defensive Cyber Operations datasets. x x x Data Management Location Data as a Service Establishing a Defence Locations Data management and exploitation service. x x x Data Management People Master Data Developing a master dataset and consistent set of business rules for Defence Personnel. x x x x Data Behaviours Digital & Data Buddies A friendly face in a familiar place to support their peers on their upskilling journey. x x x Digital & Data Academy A virtual organisation set up to develop and generate digital leaders. x x

11 When will the Data COE deliver
The Data COE will deliver at pace across the first two years, with key activities completed to ensure value is being delivered with tangible outputs.

14 Data COE Service Catalogue
The Data COE will deliver services across the three capabilities: Data Management, Data Science and Data Behaviours

15 The Level 1 Operating Model
The Data COE Op Model was developed in line with a hybrid approach, providing governance and standards for data and analytics - across MOD as a whole – as well as providing delivery support to teams with little or no capability of their own. The Hybrid model enables the mature business areas to implement their own data analytics capability, but under the governance of the Data COE. The less mature, or less technically competent TLBs and functional areas, can access the necessary skills and tools in order to deliver effectively. A central governance structure will be established to drive consistency, identify areas to exploit scalability and provide the extra capacity to expand, as the pipeline of opportunities for data analytics projects increases.

17 Data COE Org structure Data COE Organisation structure (end of year 1)
The start-state for the Data COE is a team of 10, made up of the Defence Authority for Information (Management Information) team, ranging from 1* to C2. At the end of year 1, the Data COE will have recruited or contracted to fill 32 posts, the majority of which will provide the Data Science capability. By the end of Year 3 this will have risen to 45, with posts recruited across the Core / leadership team, technical and programme enablers, and across the Data Science, Data Management and Data Behaviours capabilities. Over 10 years, the anticipated Crown to Contractor ratio of 90:10 will have reverted to 10:90. Data COE Organisation structure (end of year 1) Data COE Organisation structure (end of year 3)
