Digital & IT (D&IT) Programme Strategic Goals
The Data, Analytics and AI COE (Data COE) is part of the wider Digital & IT (D&IT) Programme which is looking to provide digital and IT solutions for all Functions and TLB’s. D&IT strategic goals includes: to provide Defence with ‘access to better information and analysis’, and a ‘diverse, inclusive and capable workforce delivering better solutions faster’.

Data COE: Phase 1 projects
The seven Pilot Projects will showcase the capabilities of the COE as it stands-up and matures. They will demonstrate how Data projects in the TLB and Functions can benefit from the COE’s expertise in Data Behaviours, Data Governance and Management, and Data Science. Digital and Data Behaviours projects will deliver capability and drive improvements through the upskilling of MOD personnel through Digital & Data Buddies, and the development of Digital Leaders through the Digital & Data Academy. Data Science projects will change the game by demonstrating how the automation of reporting and decision-making will improve outcomes and create efficiencies in the MEDEVAC process, in Defence Statistics and in Defensive Cyber Operations. Data Management projects will add impetus to the development and implementation of the Data Governance Framework, improving the business and establishing control through the provision of trusted and authoritative People and Location data. The phase 1 projects will provide an early opportunity to showcase COE capabilities, and will also demonstrate how Customer Experience is at the heart of the COE. The Level 1 Operating Model
The Data COE Op Model was developed in line with a hybrid approach, providing governance and standards for data and analytics - across MOD as a whole – as well as providing delivery support to teams with little or no capability of their own. The Hybrid model enables the mature business areas to implement their own data analytics capability, but under the governance of the Data COE. The less mature, or less technically competent TLBs and functional areas, can access the necessary skills and tools in order to deliver effectively. A central governance structure will be established to drive consistency, identify areas to exploit scalability and provide the extra capacity to expand, as the pipeline of opportunities for data analytics projects increases.

Data COE Org structure Data COE Organisation structure (end of year 1)
The start-state for the Data COE is a team of 10, made up of the Defence Authority for Information (Management Information) team, ranging from 1* to C2. At the end of year 1, the Data COE will have recruited or contracted to fill 32 posts, the majority of which will provide the Data Science capability. By the end of Year 3 this will have risen to 45, with posts recruited across the Core / leadership team, technical and programme enablers, and across the Data Science, Data Management and Data Behaviours capabilities. Over 10 years, the anticipated Crown to Contractor ratio of 90:10 will have reverted to 10:90. Data COE Organisation structure (end of year 1) Data COE Organisation structure (end of year 3)
