3. Vision
MiraCosta’s Online Education leverages an increasingly rich array of teaching and learning resources, experiences, and environments. MiraCosta College will lead in providing effective and innovative Online Education as an integral means of equitable access and student success.
Mission
MiraCosta College embraces student-centered, engaging, and accessible Online Education that meets student needs, enhances the learning experience, and broadens access to superior educational opportunities and support services.

4. Key terms
Distance Education (DE): instruction in which students and instructor are separate, but have regular substantive interaction through technology (Federal)
DE Class: A class where over 50% of instructional class time occurs via Distance Education. (state/ACCJC)
DE Program: A program where 50% or more of the required courses have been approved for offering as DE classes. (ACCJC)

100% Online Class: The entire class may be completed online. (MiraCosta)
Hybrid Class: Some instructional time occurs outside of the classroom. May be DE or non-DE. May be entirely online except exams. (MiraCosta)
Online Education: an expansive term encompassing technologies, services, resources, programs, classes, and teaching/learning experiences that are mediated at least partially through the Internet. (MiraCosta)

Spring 2015 analysis of full-time (12+ unit students)- of 4250 students, a bit under 2000 were exclusively on-ground, around 130 were exclusively online, all others a mix of online/on-ground.

Several years ago Mary Benard challenged departments to narrow the on-line/on-ground gap to under 5%. Have done that with retention. Historically these gaps are in the 8-12% range here, across CA, and nationwide.
Retention rate gap in 2013/14: 7.5%, in 2014/15: 6.2%; in 2015/16: 4.4%; in 2016/17: 4.9% (DE improved .8% while non-DE improved 1.3%)
MiraCosta DE retention is 80.3% (state: 82.5%). (non-DE MCC vs. state: 85.2% vs. 87.2%)

Canvas transition underway well with support from faculty Transition Team
Creation of Guidelines for Departments: Preparation of Online Faculty
Multiple grants supporting expansion of Open Educational Resource usage; development of Zero Textbook Cost courses and programs
Continued Online Education Initiative participation
861/1544 credit courses in Canvas now (56%).
Attendance at Canvas workshops in 2017: over 800 – various formats from in-person, live online, extended asynchronous online
150k across 3 grants. Cost savings to students related to one of those grants was $240k in
Child Development department close to offering a Zero Textbook Cost certificate.
Sociology department developing a ZTC AA degree in Sociology. Requires a full ZTC pathway across GE – we’ve identified many classes that support this but just this week Thao and I were excitedly reviewing ZTC classes listed now in SURF in compliance with SB 1359
About 10 of our teaching faculty and many of our counselors have participated to some extent in OEI-related activities – developing classes, participating in professional development, reviewing classes
Course Exchange has been implemented with a subset of the 24 Consortium colleges; we are unique being on PeopleSoft and are a bit behind the second wave of colleges implementing the Exchange
OEI provides us access to tools like Canvas, NetTutor, Cranium Café, (Proctorio, Plagiarism detection)

11. Online Ed Plan Objectives
Establish online education programs within an integrated and comprehensive web-based environment.
Enhance support and clarify procedures for faculty involved in online education.
Engage students in effective supports for success in online education.
Ensure online education at MiraCosta College is in compliance with external regulations.
Continuing to work toward identifying programs that should be promoted to students as being available fully online – have worked with IR to find patterns of offerings that indicate this is possible across about 15 programs at present
Canvas support, OER support, Online Class Quality Guidelines … sabbatical project to develop a DE Handbook and Certification resource
Online tutoring, writing center, counseling/advising, Student Orientation to Online Learning – over 2000 students participated since it began in 2014; participant success in 72.8% vs. 64.7% for non-participants
No DE-related issues for MiraCosta last fall; about half of all colleges in CA going through accreditation do get some sort of DE-related recommendation

Continued support of OER and ZTC adoption in courses and programs, including ZTC designation in class schedule
Ensuring online education is considered carefully in the implementation of Guided Pathways and the redesign of the student experience
