The 2019 School Teachers’ Pay & Conditions document allows governing bodies the discretion to decide the pay award value based on individuals performance. There is no requirement to apply the recommended 2.75% unless the teacher is on the bottom of any given pay range. The Teachers Performance Related Pay system in the SAP portal allows for this discretion with schools able to enter an annual salary in line with the School’s Pay Policy. On accessing the PRP system, schools will find all teachers have been placed on Point ‘0’ of their range with the annual salary payable as at 31st August showing alongside. In applying pay determinations for Teaching Staff, schools will have the facility to enter a monetary value for each teacher’s salary.

There are no references points within the PRP system. Schools will now enter the full time equivalent annual salary as a monetary value only. Any adjustment should reflect the framework set out in the School's pay policy adopted for the period covered by the appraisal cycle.

Headteacher Pay change Please note that entries will not be able to be made for the Headteacher. Pay determinations for the Headteacher will need to be communicated to payroll separately by the Chair of Governors to avoid the Headteacher authorising their own pay award. Changes to the pay of Headteachers’ should be notified in writing on the School’s headed paper and authorised by the Chair of Governors and sent to the HR/Payroll Team in County Hall.

Teaching Allowances The Teachers’ PRP system has been amended to allow schools to apply the pay award to TLR, SEN and Additional Allowances. You should only use this system to apply a pay award increase to an allowance. Any change to the level of allowance, such as moving from TLR 2a to TLR 2b, is a contractual change and should be notified by completion of a Change to Employment Details form. Where the teacher is in receipt of an Allowance, the amount shown is the full time monthly amount. Allowances are pro rated for part time employees. Changes to allowances other than TLR/SEN/Additional Allowances, such as Recruitment & Retention Allowances, should be notified by completion of a Change of Employment Details Form.

Availability of the PRP system The PRP portal will open in October 2019 for inputting of performance related pay decisions for the performance year. The system will open and close in line with payroll (RTE) deadlines up to and including March All pay decisions for Teaching Staff must be entered into the system and authorised by 16th March 2020. Opens Closes October November December January February March

FAQs & Scenarios Q1. My School hasn’t completed the Performance Reviews of teaching staff yet. What happens if I miss the September payroll deadline? A1. The PRP system will be available through until March We will need to close the system for short periods to process the payroll but it will be open in line with the payroll deadlines as set out above. Q2. How do we increase TLR and SEN allowances? A2. The PRP system has been adapted to allow schools to apply the pay award to any TLR or SEN allowances paid to teachers.

Q3. Why are all the teachers appearing as being on scale point ‘0’ on the Nominal Role? A3. To accommodate the changes made to the Teachers’ Pay & Conditions it was necessary to move all teachers from reference points. The PRP system displays all teachers on scale point ‘0’ and the salary they were receiving on 31st August 2019 and this is reflected in the Nominal Role. Q4. I have a teacher on the bottom of the main pay range and their salary has increased by 2.75%. Why has their pay increased? A4. The 2019 Pay & Conditions Document applied a 2.75% increase to the top and bottom of each pay scale. In order to ensure all teachers are paid within the pay range, all teachers on at the bottom of the pay range have been increased to the minimum level for that range.

Q5. How do I change the pay of the Headteacher? A5. Any change to the headteacher’s pay must be authorised by the Chair of Governors and notified in writing. It is not possible to amend the headteacher’s pay through the SAP Portal PRP system.
