1 Road Vehicle Driving Safety GROUP HSE RULE (CR-GR-HSE-404)
EXECUTIVE SUMMARY This rule describes road safety requirements in the context of the Group's activities. It covers management of road transport activities for personnel (individual or collective) and goods. It covers road transport activities for contractors during contract execution. Specific requirements are modified according to the level of road risks of the country and the nature of the activity. This rule does not apply to commuting between home and work or traffic within industrial sites.

2 Road Vehicle Driving Safety
Application: All Group entities or affiliates that are exposed to road vehicle driving risks. Areas covered: Vehicles used for the transport of personnel and goods. Light vehicles, light commercial vehicles, minibuses. Heavy vehicles (goods and collective transport vehicles). Two & three wheel road vehicles, quads and Utility Task Vehicles (UTVs). Vehicles used by Group personnel and contractors (within the context of a contract). This rule does not apply to traffic inside industrial sites (which will be covered in another rule currently under preparation). Simplification: from 6 to 1 global Group rules (41 requirements reduced to 27). Takes into account requirements related to the Group’s commitment to promote road safety, signed in 2016. REX learnings from road vehicle accidents are taken into account. High driving risk countries (a new concept that modifies certain requirements). Ajout de logos pour simplifier la lecture

3 Road Vehicle Driving Safety
REFLEX publication date: 22/10/2018 Effective date: 6 months after the publication of the rule to implement an action plan. 12 months after the publication of the rule to be in compliance with the new requirements. Exceptions include: 2 years for the installation of OBC. 2 years to complete driver training. 2 and 5 years respectively to comply with the general specifications for heavy and light vehcles (however the general specifications are applicable to all new vehicles).

4 Management of Road Transport Activities
REQUIREMENT OVERVIEW Management of Road Transport Activities Implementation of a road transport safety management system (Requirement 3.1.1) For the transport of dangerous goods. For the transport of goods or collective transport in high driving risk countries. Changes: E&P: Smaller scope for the implementation of a Land Transportation Management System (LTMS). M&S: new, except in the PATROM zone. Outside the PATROM zone, this requirement is already largely implemented by logistics departments. R&C, GRP: new requirement. Use of public transport, taxis and rental vehicles (with or without a driver) in high driving risk countries (Requirement 3.1.3) Obligation for the entity or affiliate to define their policy on use in relation to associated risks and location conditions. Changes: E&P, M&S, R&C, GRP: new requirement.

5 REQUIREMENT OVERVIEW Driver Management
Heavy vehicle driver experience in high driving risk countries (Requirement 3.2.2) Minimum 21 years and 2 years experience for goods transport. Minimum 23 years and 4 years experience for collective transport. Changes: E&P, M&S, R&C, GRP: new requirement (REX) except in the M&S PATROM zone. Defensive driving training obligations (Requirement 3.2.3) All drivers using vehicles provided by the entity or affiliate. All entity or affiliate drivers who drive more than 10,000 km per year for business purposes. All drivers of vehicles used by contractors for the entity or affiliate, within the scope of application of the rule. E&P: Clarification on training (affected personnel). M&S: Simplification of existing requirements for light vehicles. R&C: Obligation for training (existing Group requirement). GRP: Clarification on training (affected personnel, type of training). Note : The first two points were approved at COPERF in October 2016 in the context of the Group’s commitment to promote road safety at work.

6 REQUIREMENT OVERVIEW Driver Management
Obligations and Prohibitions for Drivers (Requirement 3.2.5) This rule lists general and specific requirements. Changes: Most of the principles of this requirement already exist in rule REG-GR-SEC-027 or in existing branch rules (the explanation or level of detail may be different). E&P, M&S, R&C, GRP: Nouveau en ce qui concerne l’interdiction d’intervenir pour le conducteur sur les systèmes alimentés en énergie (REX). Several new requirements for GRP et R&C (driving time for GRP, smoking while driving vehicles transporting dangerous goods is prohibited for R&C, etc.). Recognition and Sanctions (Requirement 3.2.7) Deficiencies, and in particular those related to the Group's Golden Rules, are punishable by a disciplinary action commensurate with the seriousness or frequency of the breach. Penalties imposed by public authorities (e.g. fines, withdrawal of points on the driving license) as a result of traffic violations are personally borne by the drivers who committed the offenses. Entities or affiliates operating in the same country ensure the consistency of their respective sanction systems. Changes: For all branches: To study the implementation of a recognition system for the road vehicle safety performance. The loss of points on a license, if applicable. Consistency of sanction systems within the same country.

7 REQUIREMENT OVERVIEW Vehicle Management
Vehicles Specifications and On-board Computers (Requirements et 3.3.2) The minimum technical requirements are defined (in a General Specification) for light vehicles and heavy vehicles used for goods transport and collective transport. Requirement to install OBC in high driving risk driving countries for entity or affiliate vehicles, contractor vehicles dedicated to the execution of a contract, and vehicles not dedicated to a contract but used for more than 15 days a month for the entity or affiliate. Changes: For all: NCAP 5 star required for all light vehicles and pick-ups. Technical requirments for heavy vehicles (outside the M&S PATROM zone) and for heavy vehicles used for collective transport. In high driving risk countries: For R&C concerning the installation of OBC on light vehicles and dedicated heavy vehicles. For M&S concerning the installation of OBC on light vehicles (outside of AFR and a part of APMO). Note : The requirement for OBC exists for GRP for regular drivers but is not frequently applied.

8 REQUIREMENT OVERVIEW Vehicle Management
Maintenance and Technical Inspections (Requirements et 3.3.5) The vehicles are serviced in accordance with the manufacturer's maintenance program and, at minimum, conform to the points outlined in the rule. The vehicles must pass a technical inspection by an official dealer or an inspection body approved by the entity or affiliate and, at minimum, conform to the points outlined in the rule. In high driving risk countries the frequency of inspections is at least annual, and in other countries, the entity or affiliate may rely on national/provincial approval of the technical inspection bodies and on the periodicity defined within regulations Changes: E&P, M&S: the elements to inspect and the frequency of the techincal inspection. R&C: new requirement. GRP: New requirement concerning the technical inspection. Maintenance et contrôle technique : s’appliquent à tous les véhicules à l’exception des véhicules de location de courte durée et des véhicules personnels utilisées lors d’un déplacement professionnel.

9 REQUIREMENT OVERVIEW Journey Management
Limits to Speed, Driving and Rest Times (Requirement 3.4.1) Requirement to define speed limits by road type and by vehicle type is regulations are deemed insufficient in these areas. Required break time of 10 minutes every 2 hours for light vehicles and a maximum daily driving time of 7 hours. Requirement to define driving time, break time, daily and weekly rest time for heavy vehicles without exceeded the limits defined in the rule. The definition of rules related to a possible prohibition of night driving. Monitoring Requirements for Speed, Driving and Rest Times using OBC for High Driving Risk Countries (Requirement 3.4.2) Changes: E&P: most recommendations have been convered to requirements. M&S: Light Vehicles: most recommendations have been convered to requirements / Heavy Goods Vehicles: New with the exception of the M&S PATROM zone. R&C: new. GRP: limits are defined. Notes : The second point was approved at COPERF in October 2016 in the context of the Group’s commitment to promote road safety at work. The requirements for driving time, break time, daily and weekly rest times already existed in European and North American rules for heavy vehicles.

10 REQUIREMENT OVERVIEW Journey Management
Journey management plans for goods or collective transport in high driving risk countries (Requirement 3.4.3) For trips more over 150 km or 3 hours. Requirement to establish a journey management plan with the driver to define the planned itinerary, driving time and breaks, locations of planned breaks, the main road hazards, the frequency of communications and specific instructions in the event of an incident. Changes: E&P: simplification and limits placed on the scope of application. M&S: new except for the PATROM zone where the requirement is partially in place. R&C: new. GRP: clarification on the scope of application. Note: Recommendation IOGP.

11 Risk Analysis, Emergency Plan and Security Plan
REQUIREMENT OVERVIEW Risk Analysis, Emergency Plan and Security Plan Road Risk Analysis (Requirement 3.5.1) For high driving risk countries. Activity Risk Analysis (Requirement 3.5.2) For all transport of dangerous goods. For all transport of goods or collective transport in high driving risk countries. Emergency Plan (Requirement 3.5.3) For all for heavy vehicle transport of dangerous goods and for collective transport in high driving risk countries. Security Plan (Requirement 3.5.4) [in conjunction with the Security department] For transport of tanks containing flammable or toxic substances in liquid, liquefied or gaseous forms. Changes: E&P: new except for the transport emergency plan and the analysis of road itineraries (road risk analysis). M&S: new except for the PATROM zone. R&C, GRP : new. Note : The implementation of a security plan is a regulation required by the ADR (International transport regulations for road transport of dangerous goods signed by 48 countries).
