HSE Reporting GROUP HSE RULE (CR-GR-HSE-100)
This rule defines the minimum requirements for recording and reporting HSE events and safety statistics along with their application perimeter.

Replaces the following existing Group and Branch reporting rules:
Group REG-GR-SEC-005 E&P CR-EP-HSE-102 R&C CR-RC-HSE-002, GM-RC-HSE-007 M&S CR-MS-HSEQ-151 GRP GR-GAZ-HSE-100 6 requirements which cover: Recording and reporting HSE events (perimeter and required information); Numerical data and performance indicators for safety and technological risks. REFLEX publication date: 24/09/2018 Effective date: 3 months following date of publication

REQUIREMENT OVERVIEW HSE Events Recording and Reporting Process (Requirement 3.1.1) All sites, activities, assets, and people linked to the Group, as well as transport, everywhere where the entity or affiliate’s responsibility and/or the Group’s image might be involved, are covered by a recording and reporting process of HSE events. This is specified in the requirements outlined below. Change: No change, clarification on the concepts of recording and reporting and on the perimeter Modification of Assets and Activities of the Perimeter (Requirement 3.1.2) In case of modification of the Group’s assets and activities (acquisitions, divestitures, cessation of activities, start-up of new projects), the rules listed below are followed: The data related to divested sites, entities or affiliates are taken into account until the date of transfer and remain in the previous years reports; The data of sites, entities or affiliates whose activity has ceased are taken into account until the date of shutdown and remain in the previous years reports. Remediation works on sites whose activity has ceased are taken into account in the HSE events reporting; Newly acquired or commissioned sites, entities or affiliates are integrated into the HSE events reporting process from the start-up or acquisition date, or at the latest on January 1st of the following year in agreement with the Group HSE division; Projects are included in the HSE event reporting from the official project kick-off date. REQUIREMENT OVERVIEW Recording of HSE Event (Requirement 3.2.1)
The following HSE events, with consequences (actual and/or potential) in one or more of the following domains: personal, environmental, material and financial, media are recorded in an HSE event management tool: Incidents and near-misses; Anomalies with a potential severity level ≥ 4. The recorded events are indicated with their actual and/or potential severity level. Change: Clarification of the concept of recording however not an actual change because in practise, recording is already conducted at sites and affiliates. Losses of Primary Containment Recording (Requirement 3.2.2) Losses of primary containment are recorded in an HSE event management tool: If they are classified Tier 1 or Tier 2 according to API RP 754 and IOGP 456; or As soon as they reach the threshold of 1 barrel (159 L) for liquids, 100 kg for gas. Specifically for the E&P branch, losses of primary containment are recorded in an HSE event management tool as soon as they reach 60 kg for liquids and 1 kg for gas. No change

REQUIREMENT OVERVIEW Detailed Reporting of HSE Events to the Group (Requirement 3.2.3) The following HSE events are subject to detailed communication to the Group via the Group's central reporting tools: HSE events with personal injuries of an actual severity level ≥ 2: FAT, PDC, LTI, RWC, MT; HSE events with other impacts and having an actual severity level ≥ 4; HSE events with a potential severity level ≥ 4 (HIPO); Tier 1 and Tier 2 losses of primary containment. No change Reporting of Numerical Data (Requirement 3.3.1) The entities and affiliates record and communicate to the Group the following data, according to the methods listed in appendices 8 and 9, thus allowing for the monthly calculation of safety and technological risk performance indicators: The number of work hours; The number of days away from work; The number of restricted work days; The number of anomalies and near-misses reported; The number of kilometres travelled during professional trips; The number of losses of primary containment; The number of fires, flashes, and explosions; The other data used to calculate the technological risk indicators. Change: The numerical data is the same as current practice however the reporting threshold for losses of primary containment is harmonized.

HSE EVENTS AND SAFETY STATISTICS REPORTING PERIMETER (TYPES 1 to 3)
Par « appartenant au Groupe ou contrôlé par celui-ci », on entend le fait que les droits de type propriété sur l’actif considéré sont détenus, directement ou indirectement, par une filiale du Groupe. La filiale peut ainsi être propriétaire de l’actif, ou encore être associé « contrôlant » dans la joint venture titulaire des droits sur l’actif (dans le cas des droits d’exploration ou de production d’hydrocarbures, le terme « site » désigne ici le périmètre de ces droits – le « bloc »).
