2 What is Public Health Preparedness?
The capacity of individuals, organizations, and communities to respond to public health emergencies, such as natural disasters, severe weather, bioterrorism, disease outbreaks, mass casualties, and chemical or radiation emergencies. Focus on prevention and preparation Roles in preparedness and response Relate ongoing public health functions/responsibilities to emergency preparedness and response. EP Division not at Health Dept until post-9/11 Since then, public health preparedness has played an integral role in disasters and emergencies – i.e. Hurricane Katrina, Hurricane Sandy

3 What do we do? Education and outreach Surveillance and monitoring
Collaboration Drills, exercises and plan improvements Pandemic flu presentations, All-Hazards trainings, Health Fair Mainly through CD, but assist in emergencies. Seasonal flu surveillance, STIs Collaborate with many community partners (EMD, Red Cross, City Government, Fire, Police…etc. Continuously working on planning, training staff for response

Pandemic flu presentations, All-Hazards trainings, 1st grade hand-washing competition, Health Fair, KI Distribution at schools

5 2. Surveillance and Monitoring
CDC provides resources when outbreaks exceed state capacity, are multi-state or international events, or result from bioterrorism Federal Technical assistance, policy guidance, lab support, field assistance, resources (vaccines, drugs) State Disease surveillance, initial outbreak investigations Local LOCAL---hospital, physicians STATE---during H1N1 sent specimens to State lab for testing FEDERAL—SNS (more on this later); H1N1, shipped some antivirals and PPEs

8 Emergency Operations Plan
All hazards approach Respond to a range of emergencies varying in scale, duration and cause Use of Incident Command System (ICS)/ Incident Management System (IMS) An ICS enables integrated communication and planning by establishing a manageable span of control. Mention ICS courses staff required to take…ICS 100, 700, 200, 800 etc An ICS divides an emergency response into five manageable functions essential for emergency response operations: Command, Operations, Planning, Logistics, and Finance and Administration. Command Team Benefits: common language/functional areas; clear lines of authority/communication; national use Fire, Police etc all use this command structure

9 Fermi 2 Plan Plan for a radiological threat
Collaborate with the Environmental Health Division, EMD, Hospital and other community authorities EH—individual decon EP—coordinate evacuation of LTC Facilities Coordinate with hospital—sending pts, surge capacity Fire—decon first responders, monitor cars at decon centers

10 SNS Plan A “Push Package” can be delivered anywhere in the US within 12 hours.

11 Material and medical supplies are broken down into manageable size for the mass dispensing sites, hospitals, pharmacies’ and doctors’ offices at a Distribution Node.

12 At the Distribution Node, Public Health Staff, in the green vests, exercise preparing the assets to get the “Pills to the People” within 48 hours of receipt.

13 The Monroe County Health Department opened up nine Mass Vaccination Clinics in during the H1N1 Pandemic.

14 Over 18,000 doses of H1N1 vaccine were given to 11% of Monroe County residents.
