Bacteria exceedances are being addressed by the Los Angeles Water Board
Ballona Creek Bacteria Exceedances Addressed by enforcement order with time schedule 3 regional projects; ~$30 million Malibu Beach Bacteria Exceedances Board’s prohibition on discharges from OWTS Malibu CCWTF; Phase I complete ($60M), Phase II underway ($49.2M) Diversion of storm drains Civic Center Stormwater Treatment Facility ($5.8M) Santa Monica Pier Exceedances SMURRF Santa Monica Pier EWMP Project (completed Fall 2018; $14.9M) The Board is addressing bacteria exceedances with a range of approaches. These include: enforcement actions (Ballona TSO); regulation (discharge prohibition); support for funding (Legacy Park/Santa Monica Pier) 1. Ballona Creek ( ) = 491 – requires 3 regional projects at a capital cost of ~30 million dollars. 2. Malibu Beach ( ) = 170 – Note that the bacteria data are data collected in the ocean, not directly from the storm drain. In the case of Malibu Beach, the board has focused its efforts on regulating discharges of bacteria from septic systems by imposing a discharge prohibition on these discharges and a strict schedule to eliminate existing discharges. The City of Malibu has invested 60 million dollars and will be investing another 40 million during the next phase of the project. 3. Santa Monica Pier ( = 533) – one of 8 signature regional projects in SMB J2/J3 EWMP. Addressing dry and wet weather. $14.9 million; completed in fall 2018. Total = 1194/( exceedances at “open beach sites”) (addressing ~75%) (not counting 365 exceedances in Malibu Creek) Also doesn’t consider other locations where there are LFDs or treatment systems; could be other sources of bacteria. Actions in 2008 – NOVs & Orders (yes, had to been rescinded but we took the action)

Santa Monica Bay Beaches Bacteria TMDL (Summer Dry)
The next 5 slides focus on the dry weather data analysis for the Bacteria TMDLs in the SMB Watershed. Five years of bacteria data was analyzed from November 1, 2012 through October 31, 2017. This map shows the summer dry weather data for the SMB Beaches Bacteria TMDL as a percentage of samples that exceeded the single sample objectives. 64 of the 68 Shoreline monitoring stations, exceeded the single sample objectives less than 10% and only 1 station had exceedances greater than 20%. This map shows the large regional projects that are completed since the adoption of the 2012 permit and projects that are currently under construction with a near-term milestone for completion. Note that projects listed on this map are based off on what Permittees reported in their Annual Reports. There may be additional projects which Permittees may talk about in their presentation today. Through WMPs and EWMPs, Permittees proposed structural and non-structural BMPs, including regional multi-benefit stormwater capture projects and green infrastructure projects, and also customized and enhanced some of the standard program elements known as “minimum control measures.” Permittees included milestones and implementation schedules for these programs and projects, and demonstrated through reasonable assurance analysis based on watershed modelling that BMPs specified in their watershed management program would achieve the water quality limits in the permit. The map shows 45 projects in watersheds we are focusing on. Note that this map does not display trash control projects, however, these have been implemented extensively in these watershed, including Santa Clara and Dominguez though these are not subject to trash TMDLs. The USCR EWMP Group has implemented 89 Trash removal BMPs between the LACFCD and City of Santa Clarita. The Dominguez Channel EWMP Group has implemented over 1,500 trash removal BMPs. The City of Long Beach has installed 69 trash removal BMPs in the Nearshore Watershed.
