DUTIES & RESPONSIBILITIES
CHAPTER X DISTRICT AND TERRITORIAL DEPUTIES Powers and Duties SEC. 62. District Deputies shall be appointed …and shall hold office at the pleasure of the State Deputy, but not longer than his elected term. District and Territorial Deputies shall — SUPERVISE COUNCILS OVERSEE DEGREES INSPECT BOOKS ETC. INSTALL THE OFFICERS OF THE COUNCIL CAUSE CEREMONIAL EXEMPLIFICATION CAUSE ACCOUNTS TO BE PROPERLY KEPT REPORT SUSPENSIONS TAKE BOOKS ETC. DIRECT TRUSTEES FILE REPORTS OTHER DUTIES AS ASSIGNED BY STATE DEPUTY ACT OUTSIDE YOUR OWN DISTRICT CHAPTER X DISTRICT AND TERRITORIAL DEPUTIES Powers and Duties SEC. 62. District Deputies shall be appointed as heretofore provided and shall hold office at the pleasure of the State Deputy, but not longer than his elected term. District and Territorial Deputies shall — Supervise Councils 1. Have general control and supervision of the councils within their respective districts, and shall be responsible for the enforcement of laws and rules of the Order in and by said council. Degrees 2. Have charge of the exemplification of the Formation (Second) Degree. Inspect Books, Etc. 3. Inspect the books, vouchers and accounts of councils within the district, and may at any time demand them for examination. Install Officers 4. Install the officers of councils. Councils To Obey 5. Be recognized when a District Deputy as a special representative of the State Deputy, and when a Territorial Deputy as the special representative of the Supreme Knight, and the various council officers and members shall implicitly obey his ruling and decisions in all matters of disputes or otherwise, and all lawful orders made by him. Cause Ceremonial Exemplification 6. Assume the responsibility of seeing to it that the candidates for degrees in each council receive the required degrees as expeditiously as possible. Cause Accounts To Be Properly Kept 7. Cause the accounts of councils in his district to be kept in the books furnished by the Supreme Secretary, and in the manner provided by law. Report Suspensions 8. Report at once to the Supreme Secretary any deposition or suspension made by him. Take Books, Etc. 9. In case of a dissolution of a council, to take the proper books and papers of said council for the benefit of the Order. Direct Trustees 10. Direct and assign duties to trustees of councils when deemed advisable so to do. File Reports 11. File a written report of the condition of the councils in his district when requested so to do by the State Deputy, the Supreme Knight or Board of Directors. Other Duties 13. Perform such other duties as the laws of the Order prescribe, or the State Deputy, the Supreme Knight or Board of Directors shall order. When To Act Outside of District SEC. 63. District Deputies may act outside their own districts upon request of their State Deputy; if outside their own state or jurisdiction, the consent of the State or Territorial Deputy of such other state or jurisdiction shall also be necessary. Provided, also, that no expense shall be chargeable to the Supreme Council for duties performed outside their own state or jurisdiction unless the duties are also directed by the Board of Directors or Supreme Knight. Expenses SEC. 64. The necessary expenses incurred by a Territorial or District Deputy in the performance of his duties within his district shall be paid upon bills rendered and after approval by the State Deputy. But no expenses of a District Deputy shall be chargeable to the Supreme Council for duties performed outside his own district unless the incurring of expenses for such duties shall have been first authorized by the Supreme Knight or Board of Directors. Territorial Deputies — Duties SEC. 65. In jurisdictions where there is no State Council, the Supreme Knight shall appoint a Territorial Deputy, who shall have all the powers, duties and obligations of a State Deputy, and he shall be subject to the control and direction and supervision of the Supreme Knight or Board of Directors, and shall serve until his successor is appointed. He shall be an insurance member, except in prohibited insurance territory.

COMPLY WITH SECTION 62 OF THE LAWS AND RULES OF THE ORDER IN A MANNER BEFITTING YOUR APPOINTMENT AND BE EVER MINDFUL THAT YOU ARE MY PERSONAL REPRESENTATIVE AND BY EXTENSION THE SUPREME KNIGHT’S REPRESENTATIVE TO THE COUNCIL MEMBERSHIP IN YOUR DISTRICT. ADDITIONALLY, COMPLETE THE DISTRICT DEPUTY TRAINING COURSE ON THE SUPREME COUNCIL WEBSITE PROMOTE ALL METHODS OF MEMBERSHIP GROWTH IN YOUR DISTRICT UNDERSTAND THE NEED AND MONITOR COUNCIL MEMBER SAFE ENVIRONMENT TRAINING THEN,

ATTEND THE THREE STATE MEETINGS EACH YEAR (ORGANIZATION, MID-YEAR & CONVENTION) CONDUCT A MINIMUM OF TWO DISTRICT MEETINGS – PASS ON ORG & MID MTG INFORMATION ENSURE ALL COUNCIL OFFICER POSITIONS ARE FILLED WITH QUALIFIED PERSONS MENTOR COUNCIL LEADERSHIP PARTICIPATE IN EACH OF YOUR DISTRICT’S COUNCILS MEETINGS AT LEAST QUARTERLY PROMOTE FAITH IN ACTION AS A KEY STRATEGY TO GROW MEMBERSHIP ASSIST EACH GK WITH TRAINING AND SCHEDULING AT LEAST TWO DELTA CHURCH DRIVES EACH YEAR VERIFY YOUR COUNCILS ARE FILING ALL REQUIRED REPORTS IN A TIMELY MANNER ENCOURAGE YOUR COUNCILS TO ATTEND ORGANIZATIONAL AND MID-YEAR MEETINGS ENSURE ALL YOUR COUNCILS SEND DELEGATES TO THE STATE CONVENTION ENSURE ONE ADMISSION DEGREE IS CONDUCTED EACH MONTH SCHEDULE AND CONDUCT AT LEAST ONE FORMATION DEGREE EVERY SIX MONTHS EXPLAIN THE REASON FOR AND VALUE OF FOOTBALL CRAZR PARTICIPATION MONITOR COUNCILS FINANCIAL STATUS AND GOOD STANDING IN THE ORDER IF RESOURCES ALLOW STAND UP A DISTRICT FORMATION DEGREE TEAM HOST A KNIGHTHOOD DEGREE

KEY STRATEGIES Member Retention & Council Retention
The fruits of a council structuring their calendar and goals off of these five areas will be an increase in Member Retention & Council Retention Historically, councils that stopped Reporting and fell out of Good Standing, first stopped succeeding in (membership growth), (council activity), and (promoting our fraternal benefits).

This keeps the council moving in the right direction This is a measure of the health of a council and an indicator for a course correction if needed

CHALLENGES WE FACE Declining membership the past few years
We have an unclear identity – This is particularly true to adults under 40 years of age Many prospects and members do not know our programs Our image is that of a group of older men – lack of relevance to the under 40 age group We have to be relevant to younger adults to have them consider joining us

CHALLENGES WE FACE Many of our Clergy do not know the full extent of what we do Councils not being fully integrated with parishes - Many GKs do not have strong relationships with their pastors Leadership that is resistant to change Negative feelings towards/lack of trust in the Catholic Church Declining Church attendance

WHAT WE MUST DO Be the organization that
Fills the void for men during these difficult times for the Church Provides fraternity and spiritual support to strengthen families and local communities and help build back support for our Church, Bishops and Priests Be leaders that step up, instill confidence and lead through the challenges we face

WHAT WE MUST DO Instill in council leaders the importance of change – and being catalysts for change Continue to target younger men and Hispanic/Ethic groups as priority target prospects – put them in leadership roles Focus on spirituality and male/family faith formation as key reasons to join Promote Family-friendly councils

WHAT WE MUST DO Make recruitment, retention and member engagement top priorities Get all council recruiting active Work a strong state retention program Work recruiting best practices strategy Focus on the “Why” message Why become a Knight of Columbus?

Become a more faith-filled Catholic – better father, husband, Catholic Strengthen family bonds Support the church Support people in need in our local communities and in the world Help people, change lives and save lives! “Your membership in K of C gives you the opportunity to help people, change lives and save lives – and support our Church, Bishops and Priests at a time when they need our support more than ever. Does this sound like an organization that you would like to be part of?”

INITIATIVES Supreme Chaplain Monthly Challenge
Archbishop Lori choses a line or two from scripture (in the upcoming month) from one of the readings at Sunday Mass. There is a brief reflection on the reading from the Archbishop The Archbishop gives a challenge or 2 to live for the upcoming month The next month, the council reconvenes and shares what it was like living the challenge The power of story Research the diocese/parish Connect FIA to the story of the diocese/parish and needs and goals of the Bishop/Pastor

WHAT WE MUST DO Develop strong relationships with the clergy
Let them know all the things that we do – and solicit their help! Encourage GKs to meet with their pastors to discuss specific Faith in Action programs that are right for each parish and council!

Supreme Council Communications Department is here to help! Promote awareness of and participation in our Faith in Action programs

GETTING OFF TO A FAST START
Don’t let councils give up the Summer Make maximizing visibility locally a priority for all councils Commit to recruiting younger and more diverse members Promote Online Membership and use of the Online Prospect Form tool to engage/sign up prospects at council events Promote wide adoption of Faith in Action programs Meet with your Pastors! - Solicit their support in building membership!

TAKE AWAYS Change is not easy! But…BE and LEAD the change we need!
Encourage Council leadership to be the “catalysts for change” Encourage them to try new things – and show them how they will benefit! Communicate – regularly – Between yourselves & your councils Share best practices frequently - With yourselves & your councils
