1 Key Issues emerging from background research on the progressive implementation of transport planning in terms of the National Land Transport Transitional Act (2000) This report was prepared with financial assistance from the European Union Parliamentary Support Programme.

4 The City of Cape Town Municipality (CCTM)
Western Cape 2,487 square kilometres population of more than 3,000,000 New demarcation + 14% CMC was Core City under UTA Rail 443 km, 117 stations 700 busses covering 800 routes (1 interim contract) 6500 minibus taxis.

5 eThekwini Metropolitan Municipality (EMM)
KwaZulu-Natal 2,297 square kilometres population 2,750,000 New demarcation + 68% land + 9% pop. Durban was Core City under UTA Rail 599 km, 110 stations 1500 busses covering 1842 routes (11 tendered, 2 interim contracts) 6000 minibus taxis

6 Amatole District Municipality (ADM)
Eastern Cape 23,675 square kilometres population 1,600,000 Buffalo City population 880,000 East London was Core City under UTA Rail 18 stations Approx. 160 busses (Amatola, 1 interim contract, >38 rudimentary contracts) 3000 minibus taxis (Buffalo City only) ~ 77%

Key Issues Lack of sufficient capacity to monitor and enforce compliance by operators Poor information systems and inaccurate and un-reliable data Slow progress in appointments ito the NLTTA Lack of clarity on permits and operating licences to be issued Licences conferring use or ownership rights Possible corruption Safety of farm workers and rural commuters

Key Issues Lack of sufficient funding to meet ITP needs Inaccurate Data for CPTR Capacity constraints within both the Category B and C municipalities & uncertainty as to PA. Too high planning frequency
