3 BACKGROUND TO THE CHANGES
Ofsted is required to review the inspection framework every five years. Increasing concern about inspection-related workload and other issues. NASUWT has always supported inspection – but schools should be inspected on the right things in the right ways. Are inspectors interested in how my school treats teachers? Supply teacher seminar

For a school to be judged outstanding it must meet the following test… ‘Leaders ensure that highly effective and meaningful engagement takes place with staff at all levels and that issues are identified. When issues are identified – in particular about workload – they are consistently dealt with appropriately and quickly’. Supply teacher seminar

…it may not even be judged as good unless… ‘…Leaders engage with their staff and are aware and take account of the main pressures on them. They are realistic and constructive in the way they manage staff including their workload’. Supply teacher seminar

Inspectors will… ‘…also consider the extent to which leaders protect staff from bullying and harassment’. Supply teacher seminar

Will it be more difficult for schools to be judged outstanding? Supply teacher seminar

Outstanding judgements will only be awarded for exceptional performance. Likely to reduce the number of outstanding schools. Is this a bad thing? Should schools that do not treat their staff well be rewarded with an outstanding judgement? Supply teacher seminar

What about assessment and tracking data? Will inspectors still be interested in this? Supply teacher seminar

Much less than before. Inspectors… ‘…will not consider schools’ internal assessment data during an inspection…’ …because… ‘internal data has its limitations…’ Supply teacher seminar

In fact, ‘if a school’s system for data collection is disproportionate, inefficient or unsustainable for staff, inspectors will reflect this in their reporting on the school’. Supply teacher seminar

So, if inspectors won’t look at internal data, how will they evaluate the quality of education provided by a school? Supply teacher seminar

The focus in the new framework is on the curriculum. Three key areas: ‘intent’ – what are you trying to achieve? ‘implementation’ – how are you going to achieve your intent? ‘impact’ – what difference has your curriculum made for learners? Supply teacher seminar

What if schools haven’t really thought about their curriculum for some time? Supply teacher seminar

The new school inspection handbook is clear that: ‘Inspectors will bear in mind that developing an effective curriculum takes time, and that leaders may only be partway through the process of adopting or redeveloping a curriculum’. Supply teacher seminar

Will Ofsted have a preferred model curriculum that schools will need to adopt if they are to ‘pass’ their inspection? Supply teacher seminar

Ofsted says not: ‘Schools taking radically different approaches to the curriculum will be judged fairly. The inspectorate recognises the importance of schools’ autonomy to choose their own curriculum approaches’. Supply teacher seminar

The views of staff are emphasised in the new framework: ‘Inspectors will meet school leaders to account for the [behaviour-related] results of the pupil and staff surveys’. Supply teacher seminar

School leaders but also: ‘a sample of staff who research suggests are most affected by pupils’ challenging behaviour: trainees, NQTs, administrative support staff and catering staff, as well as other members of staff’. Supply teacher seminar

So, have all the problems with the inspection framework been solved? Supply teacher seminar

By no means… EBacc Four-level grading system Not all schools are inspected equally …but the NASUWT’s view is that the changes are very helpful are reforms that the Union has sought for some time. Supply teacher seminar

What next? Publishing advice and guidance. Online reporting tool. NASUWT will continue to represent the interests of members on behaviour robustly, both with Ofsted and individual schools. Supply teacher seminar
