Proposals are due by electronic submission on September 9, 2019 at 4:00 pm The link for bid submission have been posted with the bid details at beginning August 14, 2019 Proposals are limited to 25 pages total. 10 Scope of Work Summary The Wayne State University Athletic Department is seeking to purchase and install a lighting system at its softball field (Gary L. Bryce Field) located  on the athletic campus at 5101 John C. Lodge. The field is located adjacent to the football stadium (Tom Adams Field) as well as the Matthaei athletic facility (please see attached satellite image). The field currently has no lights or lighting system. Wayne State is seeking to pre-purchase the lighting system, fully assembled, and ready for installation (including poles, electrical components enclosure, luminaire assembly, and all other components required of a functioning lighting system). Wayne State intends to bid the installation of the lighting system separately with local electrical contractors.

B. Performance Objectives The lighting system must, at a minimum, provide the following, as outlined by the NCAA Best Lighting Practices: Softball - Regional and National Broadcast (see attached). Average Target Illumination Levels – 100FC Infield - 70FC Outfield Maximum to Minimum Uniformity Ratio – 1.5:1 Infield, 2.0:1 Outfield Grid Spacing – 20’ x 20’ – total grid points of 107 Pole locations – 6 pole layout attached Minimum mounting heights – A poles are 60’, B poles are 70’, C poles are 60’ Bleachers – Minimum of 18 fcs avg. – 10’ x 10’ grid spacing – 26 total grid points Bullpens – Minimum of 67 fcs avg. – 10’ x 10’ grid spacing – 10 total grid points on 1st base bullpen, 24 total grid points on 3rd base bullpen In addition, the following performance objectives must be met: Environmental Light Control – Light Control Luminaires, and Spill Light & Glare Control User/Installer Friendly Lighting System Construction Lighting System Controls and Monitoring System Inclusive Warranty and Guarantee Coordination of delivery with awarded GC for installation of the lighting system

C. Performance Specs 1. Lighting The lighting system utilized shall be LED with all necessary components (bulbs, wiring, etc.) provided by the supplier to achieve the designated illumination levels (100/70 FC Infield/Outfield). Environmental light controls shall be included (internal/external shields, louvers) such that spill light and glare are minimized. Candela values for the lighting system shall be clearly indicated along the West property line, and shall not exceed a value of Verify or address this in your proposal. 2. Lighting system Construction All components of the lighting system shall be factory assembled and ready for installation upon delivery. All exposed components of the lighting system shall be constructed of corrosion resistant material. All wiring for the lighting system shall be concealed within the luminaire assembly, pole, and/or electrical components enclosure. Poles and cross-arm assembly shall be galvanized steel. Lighting system (poles and luminaires) shall utilize a pre-cast concrete foundation or a poured in place anchor bolt foundation; no direct bury steel poles allowed.

Vendor must provide all necessary drivers and supporting electrical equipment for lighting system operation. Vendor must provide required/appropriate electrical power, voltage and phasing specifications for installation of the lighting system. Vendor must provide surge protection at the pole equal to or greater than 40 kA for each line to ground. The vendor must provide required structural parameters needed for installation of the lighting system, including, but not limited to, pole structural design, foundation design (based on soil parameters), foundation drawings, and wind load limits (calculated using 2015 IBC, 115 MPH category C). Lighting system shall be equipped as instant on/off of luminaires. Lighting system shall also provide dimming capabilities (High-Medium-Low) for end user. There should also be the capability to control the lighting system both manually and remotely. Included with the control capabilities shall be a remote monitoring system to allow for notification of appropriate maintenance schedules.

Lighting system shall be guaranteed for the life of the product warranty. Lighting system warranty shall be no less than 25 years and include light level performance, preventative maintenance, monitoring and associated costs for monitoring communications, and parts and labor on any affected portion. The Vendor shall be responsible for removal and replacement of any failed equipment during the life span of the 25 year warranty excluding loss or damage as a result of external causes (theft, negligence, abuse, natural occurrences, acts of god, etc.) The Vendor shall coordinate delivery of lighting system with the installation GC based on site readiness. Vendor will be responsible for storing/holding lighting system and all components prior to installation at no additional cost for up to 3 months or until the site is ready, whichever comes first.

Publicly distributed annual reports and/or independently audited financial statements A minimum of three (3) qualified references Lost Accounts with annual billings of $25,000 per year

17 Contracting Process Any contract will be made using the University’s Standard Service Provider Agreement Agreement will incorporate this RFP and its terms and conditions by reference Any Vendor terms to incorporate into the Agreement must be included in Exhibit 1 Final contract will require approval by the University’s General Counsel

18 Other Information All Proposals are subject to the State of Michigan Freedom of Information Act If awarded a contract, VENDOR must provide a Certificate of Insurance as outlined in Schedule B Vendors should include any Supplier Diversity information (self or sub-contractors) Construction or construction like work must be performed at Prevailing Wage Rates Wayne State has a smoke- and tobacco-free policy for indoor and outdoor spaces
