Low agency/executive engagement Low political endorsement Poor communication across tiers of government Average data availability Data preparation is a laborious process Low level of data knowledge and training Metadata is often poor quality Lack of publishing and metadata standards Existing data set updates are infrequent Councils struggle to know where to start in delivering open data

5 What did we learn? People are most concerned with the use of open data. Engagement is (very) important, but delivery is complex. Visualising the data really helps people to understand it, and put it in to their own context. Nearly all of the user delight points we discovered related to NationalMap. Publishers really want to know what is happening with the data they publish. They use this info to justify the effort of publishing and to expand what they are able to provide. There’s a really big gap between large and small publishers. Agencies are either publishing all their public data into a central repository for harvesting, or there are a handful of committed individuals publishing manually. Publishing open data is the baseline now. People are now concerned with standardising data for linking, reuse, understandability and discovery.

9 Alpha As a team, we chose to take two hypotheses/opportunities into the Alpha phase for prototyping: Metadata is often not written in a user friendly format, and there are no metadata standards Publishers don’t receive feedback on whether their data sets are helpful or how they’re being used
