Identify mobile homes which are 2 or more years delinquent. Start early.
Visit units, offer payment plan options, offer help transferring title with HCD.
Deliver 1st, 2nd and final notice before seizing.

Call HCD to verify transfer fees and delinquent registration fees. I calculated fees based on HCD’s website, but fees were not the same when I called??

13. Issues/Things to Consider
HCD took 5 months to review application. Let the buyer know or disclose delay on auction site.
Ask to have HCD send any correspondences or additional documentation requests directly to the Tax Collector, not the buyer (they loose stuff!)
If converting unit to the Tax Roll (ILT to LPT) make sure you date the form 24hrs BEFORE the sale. You sign, not the buyer.
Reconsider selling units with Legal Owners, unless you can get a sign off.
HCD will require Bank/Legal Owner sign off…this was the major reason for the delay in transfer. They made a exception…This one time!
Would CACTTC consider petitioning HCD to change their regulations??
