The TPO is an independent regional transportation planning agency for Clay, Duval Nassau and St. John County This area encompasses over 3,000 square miles and a population of nearly 1.4 million.

The TPO is funded by the Federal Highway Administration and Federal Transit Administration The primary purpose is to prioritize the expenditure of federal highway and transit funding for the region
