About CEEOA Central and Eastern European Outsourcing Association was founded in 2008 Main objectives: create, develop and communicate a positive image of the CEE region as a competitive alternative to other global IT business processes and manufacturing outsourcing destinations improve business viabilities and the services delivery capabilities of CEE service providers promote outsourcing as a useful management tool for companies in a variety of different industries in the CEE region promote a transparent and open business environment, including the creation of CEE regional and international networking opportunities; Central and Eastern European Outsourcing Association was founded in CEEOA brings together the Associated bodies of the CEE region in a powerful, active and developing association to exchange thought leadership and network to position the Central and Eastern European region as competitive alternative to other global IT outsourcing and business process outsourcing destinations. Among the main objectives of the association are to create and develop the positive image of the Central and Eastern European region as a competitive alternative to other global destination for the IT outsourcing services provision, to develop IT outsourcing industry in the CEE region and promote the CEE providers of IT outsourcing services.

CEEOA Members Association of IT & Business Process Services Companies (ASPIRE), Poland Baltic Outsourcing Association (BOA), Lithuania Belarus Hi-Tech Park, Belarus Bulgarian Web Association (BWA), Bulgaria Czech ICT Alliance, Czech Republic Employer's Association of the Software and Services Industry (ANIS), Romania Hungarian Service and Outsourcing Association (HOA), Hungary Ukrainian Hi-Tech Initiative, Ukraine At the moment the CEEOA has 8 members – national IT, outsourcing and software development associations from 8 countries: Ukraine, Romania, Poland, Czech Republic, Belarus, Hungary, Bulgaria and Lithuania. So CEEOA covers all the largest countries of Central and Eastern Europe.

Services Assistance with establishment of partnerships and business relations with IT outsourcing services providers from the CEE countries Assistance with setting up and conducting business in the CEE region Assistance with vendors selection Consulting on business models and governance Consulting on outsourcing and offshoring models Researches and consultations on the state of IT outsourcing services industry in the CEE region Among the provided services are assistance with search and selection of partners and vendors in the CEE region, consultations and assistance with setting up business in the regions, consultations on business models, outsourcing and offshoring models and governance, provision of information about IT outsourcing industry in the region, conduction of the researches and events to promote the region. Projects ITOnews.eu ( is analytical information platform about IT outsourcing in Central and Eastern Europe, the main aim of which is to create the single information flow from the CEE countries. ITOlist.eu ( - catalogue of IT outsourcing services providers in Central and Eastern Europe. 228 companies CEEOA has several main projects. ITOnews.eu – information platform about IT outsourcing in the CEE region. There you can find news, press-releases, white papers and other useful and interesting information about outsourcing. The CEE providers are welcome to send their news and press-releases for publication on the site. To attract more respondents for the research ‘CEE IT Outsourcing Review’ CEEOA launched the online platform (To improve the accuracy of the findings in the research, and to extend the base of respondents, the online survey platform ITOlist.eu ( was launched ) As part of the project a catalogue of IT outsourcing services providers in Central and Eastern Europe. The primary objective of ITOlist.eu is to create an easy to search permanent, annually updated, regional catalogue of companies providing IT outsourcing services in the CEE region. Currently, the ITOlist.eu catalogue contains information on more than 230 companies. Visitors to the site can search companies on the list by four criteria, as well as by more than 250 technical and business categories in the advanced search field.

Projects Annual research ‘Central and Eastern Europe IT Outsourcing Review’ First conducted in 2008 for the year 2007 Managed by Ukrainian Hi-Tech Initiative with support of the CEEOA members Main objectives: to provide impartial and varied perspectives on the state of the market for IT outsourcing services in the CEE region; to provide potential clients with all the information needed to make decisions about outsourcing activities to the region; to lower the barriers for entry into the CEE outsourcing services market Another project of CEEOA is the research ‘CEE IT Outsourcing Review’. The first research was conducted in 2008 for the year 2007.
