TB grants: Common Pitfalls to avoid; and tips on stepping up the fight: Lessons from Kenya Speke Resort Hotel Munyonyo, Kampala Uganda 25th and 26th June 2019

Common pitfalls to avoid Tips on stepping up the fight Grant Making process Inadequate involvement of CCM constituent members throughout the process CCM to ensure constituent representatives are involved during grant making process Inadequate ability to negotiate for sufficient activities at grant writing PRs should employ negotiation skills for adequate funding for community interventions. Poor understanding of the NSP and how to relate it to the activities PRs should ensure they are involved in development and review of NSPs Wider coverage compared to funds available. Prioritization of areas to concentrate on according to availability of funds and TB burden. SR engagement Lengthy engagement process as defined by CCM and ICCs Development of a manual to guide the process. This is ongoing Interests by members of CCM and ICCs affecting PRs implementation Declaration of conflict of interest by the members of SR selection Technical Review Committees CCM members in the SR Technical Review Committee have no voting rights (Observers only) Well defined and objective selection criteria

Common pitfalls to avoid Tips on stepping up the fight Implementation Low absorption rates resulting from delay in getting specifications for activities done on behalf of government, Concept note writing after the grant has began Documentation processes to begin before signing of the grant Limited coverage by smaller SRs that affect their program management Capacity building existing SRs to be CBO/NGOs so that they can cover a wider scope. Working relationships with Ministry of Health departments that don’t interact well – NTP and CDHU Fostering collaborations in implementation of community TB activities and understanding the gaps Targets set based on available budget and not need Negotiate for activities that are priority, well thought through and implementable Cumbersome VAT exemption process against GF removing previous threshold of USD 2,000 Working closely with the National Treasury to accelerate the process of getting exemption letters Involvement of MOH and National treasury in SRs Quarterly Review Meetings so that they can understand the issues at hand.

Common pitfalls to avoid Tips on stepping up the fight Implementation Working with Government systems that are entirely dependent on donor funding e.g. Kenya’s strategy for Community Health Working with existing Technical working groups to have other effective approaches at community level e.g. reimbursing patients instead of CHVs Data reported from the community level to the National/PR not reflecting actual work done Develop tools to correctly measure contribution of community Adequate budget to build capacity of SRs on data issues Regular forums with CHVs, HCWs and TB coordinators to review data Unclear measures to deal with SRs that misappropriate funds. CCMs to look into assisting PRs in this since they have had to refund funds misappropriated by SRs to the Global Fund.

Common pitfalls to avoid Tips on stepping up the fight Closure 1 Difficulty in recovery of funds balances especially to discontinued SRs PR and SRs to work together in ensuring all funds are recovered. As it is it is a PR’s function. 2 Lack of uniformity among PRs on assets management. CCM to have guidelines on this
