PROVINCIAL DIALOGUES ON THE PROPOSED FUNCTION SHIFT OF ECD FROM DSD TO DBE

2 PURPOSE OF THE DIALOGUES
Solicit the views and positions of the ECD civil society on the Function Shift; Explore the potential impact of the Function Shift and; Make possible recommendations for implementers of the ECD Function Shift

3 WHO IS COLLABORATION OF ECD NETWORKS (CECDN)
Comprised of 3 Organizations: BRIDGE Innovation in Learning, National Early Childhood Development (NECDA) and the South African ECD Congress Purpose of the collaboration is to: address common issues affecting the ECD sector be a platform that represents the multiple voices within the ECD sector to government and other relevant agencies a body that uses networks to harness the position of organisations on the ground to affect changes in the sector, for advocacy and to engage stakeholders he collaboration is to address common issues affecting the ECD sector Collaboration aims to be a platform that represents the multiple voices within the ECD sector to government and other relevant agencies Remove text under sub headings and make headings larger Supported by secretary of National Intersectoral Forum Subcommittees to create strategic link

4 OVERVIEW AND BACKGROUND
HOW DID THIS ECD FUNCTION SHIFT COME ABOUT OVERVIEW AND BACKGROUND During the 2019 State of Nation Address (SONA), President Cyril Ramaphosa announced that : “Government would be migrating the responsibility of Early Childhood Development (ECD) centres from Department of Social Development (DSD) to the Department of Basic Education (DBE)” “Proceed with the process towards two years of compulsory ECD for all children before they enter Grade 1.” The announcement brought about confusion within the ECD sector-implications unknown Though government wants to increase access to quality service and continue to prioritise the provision of ECD-is it is best place in DBE? Need to understand implication in relation to: National Development Plan National Integrated ECD Policy 2015 Government’s commitment through ANC Manifesto Answer question in bullet form

5 OUR RESPONSE AS COLLABORATION OF ECD NETWORK
EXAMPLES OF BRIDGE PRDUCTS This prompted CECDN to undertake a survey (step 1 of the consultations) to understand the thinking of the sector. Survey informed further steps of direct consultations nationally and provincially CECDN submitted a proposal to DG Murray Trust to request funding to assist Engaged NECT to work together on these dialogues and NECT agreed to work with CECDN (NECT is formally mandated by the DBE through the Minister to consult with the sector on this function shift) CECDN dialogues will fit into the process of NECT and thereafter a consolidated will be presented to the NECT, DBE and DGMT National held dialogue to gain input into the form and structure of the provincial dialogues

6 WHAT IS THE FUNCTION SHIFT
Note: This is according information obtained from Department of Basic Education in the presentations that were done by Mrs. Marie-Louise Samuels Function shift means moving functions from DSD to DBE: The overall function of leadership and coordination of the National Integrated ECD Policy 2015 will move from the DSD to the DBE at national and provincial level as from 2019 (proclamation); A systematic relocation of the responsibility for ECD from the DSD to the DBE All children eligible for Grade R (5 turning 6 by June in the year of admission) will move from DSD registered ECD centres to public or independent schools or DBE Registered Centres by 2030; All children eligible for Grade RR (4 turning 5 by June in the year of admission) will move from DSD registered ECD centres to public or independent schools or DBE registered centres within 15 years; and The comprehensive 1st 1, 000 days will be led by the DoH with support from DSD and DBE; Remove quote and heading Diagram only

7 WAY FORWARD Consult through Dialogues which will be an inclusive broad consultative process by the Sector Consolidate all the inputs gathered from dialogue-consultative process Develop a position paper/collective response for the ECD Sector Fit into NECT consultative process by presenting a report which will be consolidated with that of NECT Submit a report through NECT to the Department of Basic Education Submit a report to DG Murray Trust Engage strategically with key role players as informed by the consolidated response _____________________________________________________________
