1 PARIS21 Secretariat paris21 board meeting – paris 3 april 2019
STATISTICAL CAPACITY DEVELOPMENT OUTLOOK 2019 and statistical capacity monitor PARIS21 Secretariat paris21 board meeting – paris 3 april 2019

2 How are we doing in statistical capacity?

3 A nuanced landscape for statistical capacity
Panel A. World Bank`s Statistical Capacity Indicator score by continent, Panel B. Change in WB statistical capacity score for selected sub-regions Note 2: LLDC: landlocked developing countries; SIDS: Small Islands Developing States Source: World Bank Statistical Capacity Indicator dashboard.

4 Areas such as planning and dissemination have improved
Number of countries with a national statistical plan under implementation Open Data Inventory (ODIN) score, Note: LDCs: least developed countries; LLDCs: landlocked developing countries; SIDS: small island developing states Source: SDG indicator (PARIS21).

5 …while others, such as data use, are emerging
Use of statistics in national policy documents, Note: The aggregate score on the vertical axis captures the use of statistical concepts in national policy documents across levels of use (basic – level 1, diagnostic – level 2, statistical analysis – level 3) and the level of disaggregation. The higher the score, the more sophisticated the use. North America and Europe scores explained by the low use of national plans in industrialised countries. 6 What capacity do we need?

7 A better alignment between assessed capabilities and country priorities

8 What approaches are emerging?
A holistic approach to capacity development (CD4.0) A global financial mechanism that addresses CD challenges: coordination, planning sustainability. New tools and new measurement: PARIS21 Statistical Capacity Monitor and OAR

9 What are the next steps? Re-thinking the measurement of and approaches to capacity development  new indicators Shifting the focus towards the users. Securing more and better funding

10 Statistical Capacity Monitor
Introducing Statistical Capacity Monitor

11 Why a Monitor? Objective: a one-stop shop for monitoring and analyzing countries’ statistical capacity A response to match supply and demand of capacity needs and enhance development partners’ coordination – no rankings A channel to propose innovative indicators of statistical capacity

12 Proposing new indicators
Existence of country-operated SDG portal Years of tenure of current NSO Head Existence of a National Statistical Council Presence of independent statistical society Compliance to quality management … and more

13 Vision and way forward A tool for monitoring CD progress but also promoting coordination As we move forward, we aim to extend coverage on existing capacity indicators (e.g. assessments) We need your help on methodology for developing and prioritizing new indicators

14 Thank you!
