WELCOME It is my pleasure to welcome you to our Charter Schools Network Meeting. Introductions TCSA Corner Before I share some updates with you, I would like us to connect with Paula Moller, Director of Training Services at TCSA for her comments.

ESC EVALUATION SURVEY You should have received the ESC Evaluation Survey from the University of Texas at Austin. The ESC Evaluation Survey is very important to Region One ESC. According to the TEC, the Commissioner of Education is required to conduct this evaluation to determine the evaluation of each ESC. I am asking that you please consider this evaluation and submit it as soon as you can. It is very important for Region One ESC. If you have any questions or problems getting the survey, please let me know.

HB 22 FORUM The last HB22 Region One ESC stakeholder forum will take place on Wednesday, December 13, 2017 from 1:00 p.m. to 3:00 p.m. at our ESC in Edinburg, and at the facilities listed in the flyer in Brownsville ISD and Laredo ISD. This forum will focus on Local Accountability. The Annual Assessment Conference will take place this Friday, December 1 from 8:30 am to 4:00 pm. We will also be hosting the Instructional Leadership Network meeting on Thursday, December 7 from 9:00 a.m. to 12:00 p.m.

Required Physical Fitness Assessment
TEC, Sections and , requires that the fitness levels of all public school students be assessed annually. TEA has entered into a contract with US Games and The Cooper Institute to provide a statewide license for FitnessGram software at no cost to Districts and charter schools. The campus site license provides software access, information regarding updates to FitnessGram and FitnessGram media and training videos. Before accessing the system and entering data, the student information system (SIS) vendor extract must be approved by the FitnessGram Help Desk. Visit for instructions and registration information. Districts that elect not to report the assessment data results via FitnessGram must upload the data via TEA’s PFAI application through a TEAL account. The FitnessGram and PFAI systems will open on November 28, 2017, for the 2017–2018 school year and will close on 5:00 pm (CDT) on June 8, Questions related to FitnessGram and the campus site license should be directed to US Games by telephone at (ext ) or by at Required Physical Fitness Assessment

SURVEY FOR DISTRICT AFFECTED BY HARVEY
TEA is requiring school districts located in the 60 counties disaster area to submit current projections for tax year 2017 maintenance and operations (M&O) and interest and sinking (I&S) tax collections to help determine the statewide impact on taxable property values from Hurricane Harvey during the 2017–2018 school year. The 2017–2018 Tax Information Survey (tax survey) will be open from November 27, 2017 until January 31, 2018. Only districts in the 60-county disaster declaration area are required to report. This information will be used to inform the Legislature on the potential cost of adjusting district property values affected by a disaster per Texas Education Code, Section Please ensure that your district completes and submits the tax survey using the online FSP application by January 31, 2018. The FSP application is an application within the Texas Education Agency Secure Environment (TEASE). If you already have a TEASE account but do not have access to the FSP application, please apply for access by clicking the Add/Modify Application Access button found in the upper-right corner of the TEASE Application List page. If you already have access to the FSP Application, please check that you have the appropriate role assigned for submitting the data. The FSP application requires that a designated “data survey user” submit the tax survey data to the TEA. For more information regarding the tax survey on the FSP application, please see the TEA FSP application web page. FEDERAL GRANTS FINAL AMOUNTS
Final amounts for ESSA Consolidated Grant applications are now available on the Entitlements, Grants Administration Division web page. Grantees must start an amendment in eGrants to budget their final amounts. The deadline to submit the amendments is 5:00 pm June 1, 2018.

2017-2018 CARL D. PERKINS REALLOCATIONS
Reallocation amounts for the Title I, Part C Carl D. Perkins Career and Technical Education Act Grant Application were made available in eGrants and posted on November 27, 2017, on the Entitlements, Division of Grants Administration page of the TEA website. TEA staff will initiate adjustments to the largest budgeted class/object code to incorporate the reallocation amounts. The grantee’s approved budget, reflected on Schedule BS6003 – Program Budget Summary of the Title I, Part C Carl D. Perkins Career and Technical Education Act Grant Application, will be the sum of the final amount and reallocation amount. Once the reallocation process is completed, grantees will receive notifications of revisions to program budgets with their revised Notice of Grant Award (NOGA) attached to that . Until those notifications and attachments are distributed, TEA requests that LEAs and ESCs not submit any amendments to claim 2017–2018 Carl D. Perkins Career and Technical Education Act reallocation funding.

LOSS OF RECORDS TEA encourages school districts and open- enrollment charter schools to take immediate action and document the loss of records due to Hurricane Harvey. GOVERNANCE REPORT The Annual Governance Reporting Form is now available in the Charter School Tracking System in TEAL. All charters are required to submit their governance information by Friday, December 1, 2017. Please visit TEA’s Governance page for further information on this process

GENERATION 23 APPLICATION
The Generation Twenty-Three Application for Open-Enrollment Charters is now open to all eligible applicants. More information can be found on our Subchapter D and Subchapter E application pages. All prospective applicants must have attended one of the Application Information Sessions. Applications are due by 5:00 PM on Monday, December 4, 2017.

CHARTER RENEWAL PROCESS
The renewal process is initiated by the TEA Charter School Division Program Specialists, Nina Gonzalez and Drue Ann Wise. If you are a charter school scheduled to be considered for renewal, the program specialists will contact the superintendent and charter school board chair. Rules outlining the renewal process are written in 19 TAC § Renewal of an Open-Enrollment Charter.

CHARTER AMENDMENTS Website viewers can now view approved charter amendments and geographic boundaries for each charter on the Subchapter D & E Applications page.

Region One ESC Offices will be closed from December 21, 2017 to January 8, 2018.

Charter Schools Network Meeting
The next meeting of the Region One ESC Charter schools network meeting is scheduled for December 13. There will be no meeting in January, 2018. The following meeting will be in February 21.
