SSC Composition California Education Code At the elementary level the council shall be constituted to ensure parity between (a) the principal, classroom teachers and other school personnel; and (b) parents or community members selected by the parents. At both the elementary and secondary levels, classroom teachers shall comprise the majority of persons represented under category (a).

4 SSC Composition: Elementary
10 member minimum No maximum but must ensure parity One half staff, one fourth parents/community, and one fourth students elected by their peers Staff includes: principal, MAJORITY of classroom teachers, other staff “A School Site council, at the middle school level may, but is not required to, include pupil representation.” [EC, Section (33133)]

5 SSC Composition: Secondary

6 SSC Elections Every group elects their SSC representatives
Every group must have a separate ballot – Consider different color ballots Elections MUST be held even if the number of members who have been nominated for a group is the same amount of vacant positions No position can be held for a particular group ie., English Department Teacher, grade level representative, SDEA rep, PTO member, etc…

7 SSC Elections Review the Bylaws for process and distribution of ballots Allow group to nominate self/others Place name and biography (parents/community/students) on ballot Provide opportunity for “write-in” candidate Have a hard deadline for Call for Nominations with at least a week before elections in case recruitment is necessary

8 Who is a Classroom Teacher?
Teacher that has a roster and can give out grades. A teacher who splits time between classroom teacher and resource teacher (secondary schools).

9 SSC Elections Classroom Teachers:
Notify classroom teachers of the nomination process Allow classroom teachers to nominate self/other classroom teachers Place name(s) on a ballot Provide an opportunity for “write-in” candidate Establish a process to assure that all teachers receive a ballot Utilize teachers or an election committee to count ballots Documentation of elections in SSC binder

10 SSC Elections “Other” School Personnel:
Classified personnel (e.g. clerical, instructional aides, custodial and food services staff, noon duty) Administrative personnel (e.g. vice principals, certificated administrative assistants Certificated support staff not assigned as a classroom teacher of record (e.g. counselors, resource teachers) Place name(s) on a ballot Provide an opportunity for “write-in” candidate Establish a process to assure that all Other School Personnel receive a ballot Utilize staff or an election committee to count ballots Documentation of elections in SSC binder

11 SSC Elections Parent/Community Members:
The term “parent” includes guardians A “parent” CAN be an employee in the district, but CANNOT be employed at the school in any capacity (e.g., noon-duty, recreational assistant, substitute). If employed at the school site, they can be elected as a staff member There is no requirement for inclusion of community members. They are permitted but not mandated. Elections can be conducted at Back to School Night with at least 72 hours notice. Announce the elections on the school marquee or other public venue Documentation of elections in SSC binder

12 SSC Elections Student Members (Secondary):
The student member positions shall be elected by the entire student body. During the month of September, nomination forms will be made available to students. All students nominated by their peers MUST accept the nomination prior to their name being placed on the official ballot. Once the official ballot has been created, the currently enrolled students will vote for student members. The students who receive the most votes will be the student SSC members.

13 SSC Elections Recordkeeping
Results and process of the election is maintained in the SSC binder Must keep the following information: Call to nomination flyers for each group Blank original ballot for EACH group (If no ballot for classroom teachers, then written documentation describing process and date/result of elections) Ballots that were received – Keep for 1 year Tally sheet for each group – Keep for 5 years SSC Sign-In: Introduction of new members SSC Agenda: Introduction of new members SSC Minutes: Introduction of new members

14 SSC Rosters Original SSC roster is due to FPMA by 10/4/2019
Complete all fields of the roster provided in Excel by FPMA Submit the roster with original signatures to FPMA The meeting dates should run from September/October through the following September/October (10 school months) Keep a copy of the original roster in the SSC binder Consider making a copy of the SSC roster that omits personal information such as addresses and telephone numbers available for distribution.

16 Title I Requirements It is the principal’s responsibility to conduct the Title I Parent Meeting Must be held annually Informs parents of schools participation in Title I programs Explains Title I requirements Explains parental rights to involvement in Title I programs Reviews school’s student achievement data and describes impact of Title I funded supports Must be scheduled early in the school year at a place and time convenient for parents Must send verification to FPMA upon completion

17 Title I Documents Parent and Family Engagement Policy
Developed and reviewed by the SSC Incorporated into the SPSA Establishes and documents school’s expectations for parental involvement Describes parental involvement activities provided by the school School/Parent Compact Developed and reviewed by the SSC (SPC may have already been approved by the SSC in previous Spring) Outlines shared responsibility of parents, staff and students for improved academic achievement

18 Important Deadlines Before October 4, 2019* First SSC meeting
*Complete by Sept 13, 2019 Agenda -Report election results and introduce new members -Review SSC Bylaws, Parent and Family Engagement Policy, share Parent Compact -Share and distribute Uniform Complaint Procedure (UCP) -Review Data and Budget information Minutes reflect conversation of all agenda items By October 4, SSC elections completed Submit to FPMA: Original Roster by mail By October 25, Conduct Title I Parent Meeting Original Verification Form by mail SSC agenda/minutes for elections by SSC bylaws and UCP by
