Presentation to HRDC Commission

2 INTRODUCTION The National Skills Development Strategy 3 identified Worker Education as a critical education & skills development area The above dictated that a Technical Task Team on Worker Education be established to develop a Framework for Worker Education

3 INTRODUCTION HRDC Secretariat handover of the WETTT report on 23 September 2015 Debated the role of business in the Worker Education Committee Agreed the role of SAQA, QCTO and ETDPSETA in the Committee

4 WORKER EDUCATION FRAMEWORK
PILLAR 1 Political Perspective/ Worker empowerment Worker Education for the labour movement Worker Education for community solidarity Citizenship PILLAR 2 Vocational Education Education and training in the workplace Vocational and occupational programmes e.g. SETA programmes PILLAR 3 Joint Management Worker Education Joint worker-management education is located in Industrial Relations Addressed in Labour relations/ worker perspective to be developed Addressed but requires attention/ critical evaluation & monitoring Not formerly addressed and requires attention/ accommodation with sole TU input

6 AGREEMENTS The Chairperson and the Deputy Chairperson of the Committee should come directly from the structures of the federations. Appointment of Project Manager & Job Description Terms of Reference for the Committee Business representative should be removed from the Committee in line with the motivations presented in the workshop;

7 AGREEMENTS The PM will be accommodated at DITSELA offices to coordinate the activities of the Committee; The PM will be managed by and will report to the outgoing Committee Chairperson, comrade Fundi (until further notice), who will be responsible to monitor his (PM’s) performance. The PM working with the Committee Chairperson will help identify and advise on other sources of funding (Department of Labour, Unemployment Insurance Fund for the unemployed, SETA funding) to reinforce the current stream of funding as part of the funding model discussion; We have also contemplated a Worker Education Conference to look at Programme Evaluation and Worker Education Funding

8 AGREEMENTS The PM will also help to track all legislative processes and other labour market policy changes that are like to impact on the work of the Committee The PM with the Committee Chairperson will facilitate the submission of inputs into the “seta landscape” document which was published by Higher Education for public consultation. The federations will submit to the PM by end of Monday. A full Committee meeting should be held to consolidate the work of the Strategic Planning Workshop. More regular meetings to be hosted by the different federations (and funded thru WE Budget)
