INTRODUCTION In the modern world, the content of education is changing to correspond to modern trends in the development of science, social order, and the need to increase the overall cultural level of the younger generation. If a teacher wants to implement the innovation policy successfully on the basis of its cultural paradigm and to realize its innovative potential, he should have the following characteristics. METHODOLOGY The methodological basis of this research is the system-activity approach. It allows to consider the innovative potential of the educational establishment pedagogical staff as a set of interrelated and interdependent components that form the integrity of the educational system. We are primarily interested in the motivational and cognitive criteria. We included such a factor as independence in the cognitive criterion. The research was carried out to implement in practice our model for on the basis of Municipal Budgetary General Educational Establishment of the Special (Correctional) Boarding School for Students with Disabilities (Hearing Impairment) No. 12 of Chelyabinsk. METHODOLOGY Existing domestic and foreign pedagogical experience gives grounds to assume that in the process of innovative activity, all subjects of the educational process develop. And it is also a pedagogical collective. At the same time, there are practically no papers devoted to the study of development the innovative potential of pedagogical staff. The creative potential of the individual is associated with natural factors, social factors that contribute to the formation of subjective features of a person in the form of his abilities, the nature of needs, creative and cognitive processes. METHODOLOGY The development of the innovative potential of teachers is defined as an ongoing process of qualitative transformation of the abilities of teachers and their resource capabilities to ensure the effective organization and implementation of pedagogical activity in the educational establishment. Stable functioning and further development of the education system, including that of each specific educational organization, is a complex process that occurs under the influence of many objective and subjective factors. The success of their progress, the achievement of the planned results largely depend on the ability to determine what, how and when to change in the existing educational practice. RESULTS The results of the questionnaire to determine the level of independence of the pedagogical staff We have investigated the real state of the innovative potential of teachers of the Municipal Budgetary Educational Establishment of the Special (Correctional) Boarding School for Students with Disabilities (Hearing Impairment) No. 12 of Chelyabinsk. It was a complex of psychological and pedagogical activities: questioning, conversations with teachers, research and analysis of methodological products of teachers. RESULTS Among the main factors that determine the development of teaching staff. The innovation activity takes a special place. It is especially emphasized because it is the most universal and effective means to achieve a joint result of the educational (as the main and system-forming) activity of pedagogical staff. The innovative activity of pedagogical staff is supported by the creative transformation of the surrounding reality. As a result of which we will have a unique, individual, previously not existing (including in a particular educational institution). RESULTS The complex of methods, forms and means is necessary and sufficient for the successful development of the innovative potential. It was proved during the implementation of the model. After analyzing the results of the diagnostic study, we found out that the majority of pedagogical workers possess the necessary motivational and cognitive resources to realize their innovative potential. This fact indicates that there are no barriers to the implementation of the model for the development of the desired quality. We are planning further research on this issue.
