GMU to submit to finance by 25 June 2018 All evidence must be submitted no later than 28th September 2018 to GMU for processing All evidence must be submitted no later than 15th February 2019 to GMU for processing All evidence must be submitted no later than 15th September 2019 to GMU for processing

14 SQMR Update Purpose of the Framework (Extract form the DHET Validation guidelines) This framework has been prepared to assist the SETAs in the preparation and submission of the Quarterly Monitoring Reports in accordance with the provisions of the Skills Development Act (Act 97 of 1998 and subsequent amendments) It provides an explanation of minimal standards required for verification, validation and usefulness of data reported by SETAs to DHET on the implementation of the NSDS III on quarterly basis. 3. General Applicable Rules to SETA Quarterly Monitoring Report 3.1 SETAs must keep signed/certified ID copies/dated supporting documents of or entities for validation purposes. 3.2 Evidence must be current and be presented in either hard or electronic copies. 3.3 All the reported data must be linked to the NSDS III goals and outcomes. 3.4 A SETA must not report activities of the previous financial years against the current SLA targets. 3.5 SETA must not report a learner more than once in the same reporting quarter.

15 SQMR Update…cont 3.6 SETA must not report a learner progression on learning programmes only enrolment and completion of the full term of the programme. 3.7 The date received stamp on evidence will not be considered by the DHET. 3.8 Sampling will be done randomly by DHET and will be a minimum of 20 files on each reported programme. 3.9 Validation will be done every quarter and within 15 working days after the submission date of a quarterly report. 3.10 Validation findings will be communicated to the SETA through the office of the SETA CEO within 10 working days after the validation date, after which the CEO shall sign off final validation reports.

16 Chieta Regional office Challenges
Out of scope certificates for Skills Programmes. Especially March/April – Financial Year break SQMR Guidelines not followed- payment versus evidence captured. Delayed start of DG projects- affects SQMR + fund movement. Results in poor delivery. Non-CHIETA Projects (Enrolments and Certification). Workplace approvals must be in place before commencing with project. Contracts Management- change of SDFs. Learner contracts must be duly completed- Follow Checklists Provided. MOAs also lists deliverables clearly. Clear certified ID documents (dated within 3 months) and highest qualifications. Invoice dates should allow CHIETA 21 days for payment Change requests WIL programs- must have approved HOST companies ( TVETs/HETs)
