Project goal
To create a program of structured technical assistance (TA) for quality improvement (QI) for local public health agencies (LPHAs) and partnering agencies that are engaged in addressing the opioid epidemic in southeast Missouri (the “Bootheel”).

Harm reduction – safe syringe access
Implement a Safe Syringe Access Program to reduce the rate of HCV and HIV co-infections
Overdose education and Naloxone distribution
Increase the percentage of first responders who are trained to administer Naloxone by providing training and education to qualified personnel and community members.
Opioid fatality collaborative
Expand current Child Fatality Review Panel to adults, including
all substance abuse deaths >18 years
for data/statistics in Butler County
Prescription drug monitoring program (PDMP)
Butler, Reynolds, and Ozark County Health Departments will partner with the Prescription Drug Monitoring Program to implement geospatial analysis regionally to identify and decrease controlled substances prescribing
SBIRT/IPV screening tool
Increase the number of departments utilizing an electronic screening tool for substance use/abuse and intimate partner violence to screen all adult clients seeking family planning, pregnancy testing, and/or STD/HIV services.
School-based substance education program (Smart Moves, Smart Choices)
Implement awareness of prescription medication abuse and safety program for school aged children.
Over time, the project seeks to:
Develop advocates to champion quality improvement and evidence-based practice in public health;
Build partnerships with stakeholders to facilitate future public health collaborations in related areas;
Encourage a multi-pronged approach to confronting the opioid epidemic in rural areas.

Project objectives – why quality improvement?
The immediate objectives of this project are to:
Help participants build capacity in enhancing organization-wide effectiveness and efficiency in health service operations;
Provide groups with support with the Plan-Do-Study-Act cycle;
Use quarterly meetings as shared project milestones to create structure in achieving project objectives.
