History LA Department of Transportation and Development performed a significant data collection on all of the roadways in Louisiana Data that needs to be maintained Gaps remaining Technical assistance from FHWA to develop a plan for managing and updating data About 3 Fugro elements – Right and Left Turn Lanes, Toll, Terrain, Pavement Type, Number of Lanes, Intersection Control, Grades, Vertical/Horizontal Curve, HOV Lanes, Rail crossings, Sidewalks, ect how the data was collected – Video – ran van along all roads Data gaps – traffic count data, other MIRE elements on local roads

Framework for Maintaining Local Data
Acadiana Planning Commission – regional 7 county planning commission Planning Commission Staff - state and local councils for GIS data development Regional Aerial Data Collection and Coordination Effort Framework for Maintaining Local Data Also have 8 parish/county regional safety coalition – have included the parish from that region State GIS council – developing schema for local and state roads – intend to integrate that Aerial data is orthos and obliques – high level imagery

Data Governance Group LA-DOTD is also a significant partner
Stakeholders from all levels of local government: Public Works Sheriff’s Office 911 Commission Tax Assessors LA-DOTD is also a significant partner By having a group, it provides legitimacy to the work that we are doing. Most local agencies work in silos and not regionally, so by working together we could demonstrate the benefit of sharing the information. The local agencies would receive a data collection that was better than what they could develop on their own. Sheriff’s offices might seem like outliers, but they have a clear need for public safety and have much of the best information on roadway locations, addressing, and even traffic count data. Several of the Sheriff’s offices in the region have speed trailers that also collect a significant amount of ADT information since they will leave them at the location for a week or two. The State DOT has been an invaluable resource in working with the local agencies and providing them with much needed data

Duties of the Data Governance Group
Guidance on local data collection Guidance on data conflation Provide a framework for implementation For instance, we had to rely on several relationships between group members to receive the data collection. We had to have one assessor call another assessor to show legitimacy to provide the data. However, we did run into one agency that refused to provide any information, saying that the data was proprietary.

Utilize roadway locations, new volumes, and characteristic data for Local Road Safety Plan update and safety project development Roadway locations key for spatial analysis – frequently have a spike in crashes on new roadway segments and widenings
