2 What is a Metro Township?
A Metro Township is a City with two distinct differences Taxing Authority is Limited No Energy and Use Fee or Telecommunications Fee (Franchise Tax) As Members of the MSD, No Property Tax Authority (MSD Only) Must Contract for Municipal-Type Services (No Self-Provision) All Services Provided by Local Districts, Interlocal Agencies, or PSC Regulated Private Operators. Many have members of the Council serve as Trustees to the Districts Everything Else is the Same as a City.

3 2018 Notable Items… Magna Opportunity Zone Designations (March)
Only Municipality in the State to get two Census Tracts designated Approximately 2000 acres designated as part of the Inland Port Almost 10 percent of the total acreage in the Inland Port Authority Boundary Little Valley Gateway Annexation Annexed 210 acres for new residential development and the new home of Cyprus HS. Launch of website.

Storm Drain and Municipal Flood Control Question – “What is the number of paved miles in Magna?” 89.6 Miles – “City Roads” (SLCO Public Works) Question – “What is the number of miles of storm drains?” 19.4 Miles – “City Storm Drains” (SLCO Public Works) Federal and State Storm Drain/Stormwater Cleanup require maintenance and testing of system and the water. Area of challenge – Cyprus Storm Drain System Northwest Quadrant of Town Minimal Storm Drain System

MSD and Magna Revenue Needs are Reliant on the same Volatile Single Source Currently receive overwhelming majority of funding from Local Option Sales Tax Local Option Transportation Sales Tax (Imposed by SLCO) will help with roads Estimated to Generate up to $250,000 annually for Road Maintenance and Repairs (Magna Share Only Estimated) Half-Share for 2019 Current Suggested New Revenue Sources Requested for Consideration SLCO and MSD Requesting Magna Consider a Storm Drain Maintenance Fee The MSD is considering Imposing a Property Tax for 2019 The MSD currently does not impose a property tax
