3 PROBLEM STATEMENT The Department of Home Affairs (DHA) has a limited footprint and faces serious challenges regarding its physical infrastructure and lease portfolio. The Department of Public Works (DPW) has the mandate to provide and manage accommodation on behalf of Government. DHA has unique accommodation requirements. These requirements are not met. The current challenges with the DHA accommodation portfolio are set out below. In respect of its future needs, the DHA would prefer to move into purpose build state owned offices as and when leases expire. The physical infrastructure must be standardised on campus like facilities. The buildings need not be located in the CBD. Please note the DHA is busy with a PPP to improve 6 land ports of entry. This leg is not covered by this presentation.

4 DPW ROLE AND MANDATE The Department of Public Works (DPW) is the custodian of a significant portfolio of the national government’s immovable assets. It has a mandate to provide and manage accommodation on behalf of various National Government departments. This includes the planning, acquisition, maintenance, management and disposal of immovable assets. DPW also renders expert built environment services to its Clients The constitutional mandate of DPW is provided for in Schedule 4 of the Constitution In pursuit of its mandate, DPW observes the principles of good cooperative governance and intergovernmental relations as provided for in Section 41, Chapter 3 of the Constitution. The mandate of DPW is largely governed by the Government Immovable Asset Management Act, 2007 (GIAMA). The Act aims to ensure efficient and effective immovable asset management throughout Government in order to improve service delivery.

8 CONSEQUENCES RE CHALLENGES
Landlords locking out DHA out of the offices impacting service delivery Municipalities cutting electricity and water due to non payment Maintenance of Buildings, leaking roofs, power tripping, inadequate ablutions, ventilation, etc Compromised Health and Safety of staff and clients Buildings shut down by the Department of Labour due to non compliance State vehicles parked in unsafe facilities Offices unable to accommodate clients inside the offices resulting in long queues outside the offices

9 KEY CRITICAL OFFICES The are a number of offices that require immediate attention and if they are not attended to, present a huge risk to the operations of the DHA. A few are discussed in the next slides whilst others are outlined in the attached document as Annexure A.

10 KEY CRITICAL BUILDINGS
CHALLENGES IN THE BUILDING 1. New Corporation Building (BVR) (Building houses Key IT Infrastructure) General lack of continuous maintenance resulting in the following; Malfunctioning air conditioning system. Power outages with inadequate back up systems Water outages Lifts Due to these problems, the department has at times been forced to shut down servers and send the staff working there home with huge impact on service delivery throughout the country 2. Harrison Street, Johannesburg (8 floor building) Lift always out of order. The clients and staff are then required to walk the flights of stairs to work and receive service. Clients with disabilities have to be referred to other offices in order to receive services. The Department of Labour has given the Department of Public Works 60 (sixty) days to have the lifts completely replaced.

CHALLENGES IN THE BUILDING 3. Ministry Building (FSI) General lack of continuous maintenance resulting in the following; Malfunctioning lifts Power outages with inadequate back up systems Security system (incl CCTV, access control etc) has been out of order for a number of years Roof leaks

The are a number of offices that have at times been closed or issued with notices of closure or put under watch by the Department of Labour (DOL). A few are outlined in the next slides whilst others are detailed in the attached document as Annexure A

13 NON OHSA COMPLIANT BUILDINGS
Province Office Status 1. Eastern Cape Mount Fletcher DOL has issued a contravention notice. Alternative accommodation is urgently required. The South Africa Post Office has offered a building as an alternative. Port St Johns The building is structurally unsound. DOL has issued a contravention notice. Alternative accommodation required Elliotdale The building is in poor maintenance state and a candidate for a DOL contravention notice Aliwal North DOL has issued contravention notice. The landlord is not maintaining the building and is not being taken to task by DPW through the lease agreement.

14 NON OHSA COMPLIANT BUILDINGS
Province Office Status 2. Gauteng Mabopane DOL has issued a contravention notice. Alternative accommodation in the same building on ground floor requested from DPW. The building is owned and managed by the PIC. Soshanguve The building is not OHSA compliant. DPW to take up the non compliance matters with the landlord. Benoni The building is in poor maintenance state. Alternative office accommodation sought from DPW. Boksburg Kempton Park

Nongoma The building is too small to accommodate clients and staff of DHA. It is also not OHSA compliant and is located within the Magistrate Court campus. Province Office Status 7. Northern Cape Jan Kempdorp The building is too small to accommodate clients and staff of DHA. It is also has inadequate ablution facilities for the staff and the public. DPW has been requested to engage the Municipality (owners of the building) to effect improvements.

Province Office Status 8. Western Cape Mitchells Plain The building is too small to accommodate clients and staff of DHA. DPW has been requested to source alternative accommodation. Atlantis The building was recently shutdown by a contravention notice by the Department of Labour. The issues raised by DOL are being attended to and the office should be back in operation soon.

21 CAPITAL PROJECTS The are a number outstanding Capital Projects relating to the construction of new purpose built offices for the Department of Home Affairs as well as the refurbishment programme of existing state owned buildings.

25 MARITIME PORTS OF ENTRY LEASES
The Department of Home Affairs, together with other departments whose presence is required at the Ports of Entry, are also required to be present in the harbours to process ships. The department, as the lead in the establishment of the BMA, has successfully opened a Port of Entry Control Centre in the Cape Town harbour. The project now needs to be rolled out to other harbours and the Department of Public Works is required to facilitate the entering into lease agreements with Transnet to roll out this kind of a facility to other harbours.

26 MARITIME PORTS OF ENTRY
1. 27 RECOMMENDATIONS AND PROPOSALS
The Director General of the Department of Public Works and the Acting Director General of the Department of Home Affairs met on the 6 November 2018 and subsequent to that the DDG’s of the two departments had a follow up meeting on the 12 November It has been agreed to address these challenges as follows: Establish a joint task team to deal with the issues Create a Project Execution Plan with action items, dates and responsibilities Finalise a list of priority projects for permanent accommodation instead of leasing privately Continue……

28 RECOMMENDATIONS AND PROPOSALS
Finalise a list of priority projects for permanent accommodation solution (lease-to-own, built-operate-transfer, etc) Finalise the list of state (DPW and Others) for upgrades for DHA Finalise the DHA mandates for the National Treasury driven Lease Renewal and Renegotiation Expedited Develop and Agree on Prototype design of DHA office for future roll out (The preliminary designs are attached with this presentation as Annexure B)
