4 TSDS Role Descriptions:
TSDS Coordinator – Oversees all data submissions made through the Texas Student Data System (PEIMS, ECDS, RF Tracker, SPPI 14, Class Roster, UID, and TIMS). Serves in the TSDS Roles of ODS Data Loader, UID LEA, TIMS Level 1. Responsible for loading xml files needed for TSDS data submissions (see PEIMS Facilitator below). Ensures that all TSDS data has been submitted according to the guidance of the RF Tracker Facilitator, the ECDS Facilitator, the SPPI 14 Facilitator, and Special program Directors/Coordinators. Coordinates all TSDS access requests and ensures that all TSDS Facilitators have the access needed to perform their duties. Commonly also serves as LEA PEIMS Facilitator and is identified as the LEA PEIMS Coordinator in AskTED. PEIMS Facilitator – Oversees the collection, maintenance, verification, and reporting of all PEIMS data. Responsible for loading xml files needed for TSDS PEIMS data submissions (see TSDS Coordinator above). Traditionally referred to as the PEIMS Coordinator. Serves in the TSDS roles of ODS Data Loader, PEIMS Data Completer, UID LEA, TIMS Level 1. Could also serve as TSDS Coordinator and/or be identified as the LEA PEIMS Coordinator in AskTED.

5 TSDS Role Descriptions:
ECDS Facilitator – Oversees the collection, maintenance, verification, and reporting of all ECDS data. “Owns” the ECDS data. Knows everything about the assessment tools used and scoring of assessments. Works closely with the chosen ECDS assessment vendor as the sole contact for resolving all assessment data integrity issues arising in the submission process. Serves in the TSDS role of ECDS Data Approver to “Prepare/Finalize” and “Complete” the ECDS data submission Not the TSDS Coordinator. Not the PEIMS Facilitator. Student GPS Facilitator – Oversees the implementation and use of TSDS Student GPS for the LEA. Serves as first point of contact for all LEA users of the TSDS Student GPS system. Works closely with TSDS Coordinator and student and business information system facilitators to ensure timely and accurate data is displayed in TSDS Student GPS. Trains and supports teachers and administration to make effective use of Student GPS. Is not the TSDS Coordinator. Is not the PEIMS Facilitator. Class Roster Facilitator – Oversees the collection, maintenance, verification, and reporting of all Class Roster data. Could be the TSDS Coordinator, PEIMS Facilitator, LEA Assessment Coordinator, or Student Information System Facilitator. Works closely with TSDS Coordinator and student and business information system facilitators, and LEA Assessment Coordinator to ensure timely and accurate reporting of Class Roster data that is used for state assessment precoding and Classroom Link data. Serves in the TSDS roles of Core Data Promoter and Core Data Completer (not yet available).

6 RF Tracker Facilitator – Oversees the collection, maintenance, verification, and reporting of all RF Tacker data. “Owns” the RF Tracker data. Knows everything about the reporting requirements and data submitted for RF Tracker. Serves in the TSDS role of RFT Data Completer (includes permissions of RFT Data Promoter). Typically also serves as the LEA Special Education Director. Completes/Approves all RF Tracker submissions. Is not the TSDS Coordinator. Is not the PEIMS Facilitator. SPPI 14 Facilitator – Oversees the collection, maintenance, verification, and reporting of all SPPI 14 data. “Owns” the SPPI 14 data. Knows everything about the reporting requirements and data submitted for SPPI 14. Typically also serves as the LEA Special Education Director. Completes/Approves all SPPI 14 data submissions. Works closely with the LEA TSDS Facilitator to ensure timely loading of SPPI 14 data. Serves in the TSDS role of Core Data Completer (includes permissions of Core Data Promoter). Is not the TSDS Coordinator. Is not the PEIMS Facilitator.

7 TSDS Role Descriptions:
TxEIS Student Facilitator – Oversees the implementation and use of TxEIS Student applications, TxGradebook, and TxConnect. Serves as first point of contact and provides training and support for all LEA users of the TxEIS Student applications, TxGradebook, and TxConnect. Manages the collection, maintenance, verification, and reporting of all TxEIS Student data. Works closely with all teachers, administrators, counselors, and special programs coordinators to ensure that TxEIS student data is accurate, valid, and complete. Commonly also serves as the TSDS Coordinator and/or PEIMS Facilitator. TxEIS Business Facilitator - Oversees the implementation and use of TxEIS business applications. Serves as first point of contact and provides training and support for all LEA users of the TxEIS Business applications. Manages the collection, maintenance, verification, and reporting of all TxEIS Business data. Ensures that all TxEIS Business data is accurate, valid, and complete. Commonly also serves as the TSDS Coordinator and/or PEIMS Facilitator.

SB 1557 TEC related to prekindergarten eligibility states the following under (b) (4) and (5) and (f): (b) A child is eligible for enrollment in a prekindergarten class under this section if the child is at least three years of age and: (4) is the child of an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority; (5) is the child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty; (f) A child who is eligible for enrollment in a prekindergarten class under Subsection (b)(4) or (5) remains eligible for enrollment if the child's parent leaves the armed forces, or is no longer on active duty, after the child begins a prekindergarten class.

HB 3, sections of 1.013, and made a variety of adjustments to eligibility for funding for prekindergarten programs. HB 3 Section requires Local Education Agencies (LEAs) to operate a full-day prekindergarten program for children who are at least four years of age. Along with these adjustments, additional data reporting to TEA is required. SB 1679 allows a student who is eligible for prekindergarten at the age of three to automatically be eligible for enrollment in a prekindergarten class in the following school year.

FLEX-ATTEND-TOTAL-RESIDENTIAL-FACILITY-DAYS-ELIGIBLE (E1653) has been added to the SpecialProgramsReportingPeriodAttendanceExtension Complex Type to be reported in the PEIMS Summer and Extended Year Submissions. Two new codes are added to ATTENDANCE-EVENT-INDICATOR-TYPE (C188) code table

If a student receives services for Dyslexia or a related disorder at any time during the school year, the type of services will be reported with the new sub- complex type TX-DyslexiaServices and the new data element DYSLEXIA-SERVICES-CODE (E1650). Definition: DYSLEXIA-SERVICES-CODE indicates the type of dyslexia or related services a student has received at any time during the school year. DYSLEXIA-SERVICES-CODE is an unbounded data element within the TX- DyslexiaServices sub-complex type; LEAs should report each type of dyslexia service a student receives.

Under HB 3, LEAs must annually certify that the LEA has established a program for gifted and talented students as required under TEC GIFTED-TALENTED-PROGRAM-CODE (E1645) is added to the sub-complex type TX- GiftedTalentedPrograms on the LocalEducationAgencyExtension complex type to be reported in the PEIMS Fall Submission. Definition: GIFTED-TALENTED-PROGRAM-CODE indicates a gifted and talented program the LEA has established is consistent with the state plan developed under TEC

The ARMED-SERVICE-VOC-APT-BATTERY-INDICATOR-CODE (E1625) data element was added to the PEIMS Fall Submission in It is collected on the LocalEducationAgencyExtension complex type. Since not all LEAs serve grades 10-12, TEA has modified ARMED-SERVICES-VOC-APT- BATTERY-INDICATOR-CODE to be optional instead of mandatory.

HB 3, Section 1.030, modified the Bilingual Education Allotment and established different funding multipliers based on the language program in which a student participates and the student’s English Learner (EL) status. HB 3 provides Bilingual Education Allotment funding for students who participate in the Bilingual Dual Language Immersion/Two-Way program regardless of their LEP/English learner (EL) status. Funding levels vary depending upon whether the student is: LEP/English learner (EL) Not LEP/English proficient (EP) Reclassified from LEP/English learner (EL) status Former LEP/EL.

LEP-INDICATOR-CODE (E0790) is added to the PEIMS Extended Year Submission. LEP Indicator is needed when determining funding for the Dual-Language Immersion two-way program. LEP-INDICATOR-CODE and BILINGUAL/ESL-FUNDING-CODE will be used to determine the funding weight to be applied. LEP-INDICATOR-CODE (C061) code table is updated to clarify new Bilingual Education Allotment scenario for Dual Language Immersion/Two-Way program.
