Consolidate Roosevelt's reforms not expand them. Never felt like president “When I am addressed as Mr. President, I turn to see whether you (Roosevelt) are not at my elbow.”

The Payne-Aldrich Tariff
Compromise between the Payne Bill and the Aldrich Bill. Angered progressives made Taft very unlikable. President tried to defend the bill furthering discontent.
