1 WFD & agriculture in The Netherlands in relation to the CAP
Including the Deltaplan Agricultural Water Management

2 NL characteristics NL is a delta of 4 international river basins
fine course sediments, clay, peat, nutrient rich (N & P) ca. 50% below sea level dikes & dams to protect against sea and flooding by rivers complex heavily modified and artificial water system (canals, compartments, locks and dams) pump & drain to keep dry feet extraction of nutrients out of the soils (rainy periods) mineralisation of soil organic matter, oxidation of peat seepage in polders, P-rich (coastal influence) high Natural / anthropogenic background concentrations Ministerie van Infrastructuur en Milieu 23 oktober 2019

3 Integrated watermanagement
Integrated water management (water safety, water quantity – too much/less fresh water -, water quality) 3rd Policy document on water management (1989) 4th Policy document on water management (1998) National Water Plan (2009), with WFD RBMPs as annexes Integrated water management = optimize different challenges Ministerie van Infrastructuur en Milieu 23 oktober 2019

4 Dutch WFD challenges Unnatural hydro morphology
Water level management (mineralisation OM, seepage, draining) Emissions from SWWTPs Emissions of nutrients and pesticides from agricultural areas Ministerie van Infrastructuur en Milieu 23 oktober 2019

5 RBMP measures focus at:
(re)Making hydro morphology more 'natural' (re)Creation and maintenance of natural banks (rivers, streams, canals, ditches), purification marshes, retention basins Construction of fish passages (dams, dikes, pumping stations) Further reduction of emissions from SWWTPs Increase water retention in rural areas innovative draining systems, broadening of watercourses, construction of temporary storage basins water level management More efficient use of pesticides and fertilisers in agriculture manure & fertilizers: Nitrate Directive action plans (‘GAP’) Dredging of water courses (P) Ministerie van Infrastructuur en Milieu 23 oktober 2019

6 NWP2009 (including WFD RBMPs):
WFD objectives will not be met (2015) with present programmes of measures Necessity for the development of new cost efficient techniques Innovation Program WFD (€ 75 mln, ) Sewerage & purification, agriculture, water system Need for implementation of additional measures in cooperation with agricultural sectors Invitation to private sectors: Appeal on corporate stewardship / sector, market & chain parties Take measures in cooperation with regional governments Make use of the CAP (including RDP) Sectors response: Deltaplan Agricultural Water management (DAW) Ministerie van Infrastructuur en Milieu 23 oktober 2019

7 3rd RDP The National Government and 12 provinces work together producing 1 national program with 4 regional implementing approaches Provinces develop and implement activities to the RDP measures Water boards participate and insert the water issues (including the WFD challenges) in the program National government is accountable for correct execution of the program and EU conformity Water boards offered to annually add ca. € 40 million for co financing water related measures.
