Background Over 60,000 Septic tanks (20,000 failing) in Duval County
Programs historically handled through numerous funding initiatives and by numerous agencies (City of Jacksonville, WSEA and JEA) Programs/Projects included: COJ Bond Programs-Grand Park, Salerno, Pablo Point Better Jacksonville Plan (BJP)– Pernecia, Glynlea, Murray Hill, Lake Forest, Oakwood Villas, Scott Mill (voluntary connections only) COJ Lateral Only Connection (LOC) Program (voluntary connections only) BJP six projects: 65 miles of sewer pipe for 5862 potential connections for $120mil

What is Jacksonville’s current program

Current Program Septic tank program is a partnership between the City of Jacksonville and JEA Matrix created by the COJ, JEA and Duval County Health Department that prioritizes community needs and environmental impacts Program involves bringing water and sewer services to areas without these central services based on the matrix criteria 3 projects funded – Biltmore, Beverly Hills-East & West, Christobel

Current Program WHY WAS THIS PROGRAM DEVELOPED?
Failing septic tanks negatively impact Jacksonville’s waterways & quality of life City’s response to citizens’ request to provide new water & sewer to established neighborhoods at no upfront cost to property owners $40 million program (Co-funded by JEA & City) New City Ordinance unanimously passed by Jacksonville City Council on 8/23/16

Current Program Overview
WHAT DOES THE PROGRAM INCLUDE? Program pays for ALL COSTS associated with the installation of new water and sewer lines, Including the plumbing work on private property and septic tank abandonment Program pays for ALL permit and JEA fees – no repayment Unimproved (empty) lots will receive a water and sewer connection at the property line for future connection Roads impacted by construction will be repaved Property owner(s) can continue to use private well for outdoor use and non-potable purposes – backflow will be installed

Program Overview HOW DOES THE PROGRAM WORK?
70% of property owners must sign program agreement before JEA can proceed with design and construction This provides JEA’s customers a choice and insures buy-in from the community Current Participation Status Biltmore: Over 80% Beverly Hills: Over 74%

266 parcels, 203 commitments, $8-10 mil project

35 Total Potential Project Areas Includes over 21,000 septic tanks Current Estimate: over $735,000,000 Approximately $35,000 per parcel At current funding rate of $15 mil/yr = 50 years Does not address the other 39,000 septic tanks
