Voice Upgrade Project Initiation Certification Request

Project Background Department of Information Technology (DoIT) provides core technology services to State of New Mexico executive agencies One of these core services is traditional voice communications, including: Analog, digital, and voice over internet protocol (VoIP) services Voic Toll and toll-free long-distance services Conference calling and audio conferences Basic unified communications services Basic call center services To deliver service, DoIT operates approximately 20,000 stations using four technology platforms Fujitsu: approximately half the current stations via three hubs Mitel: 300 small telephone systems, of which DoIT manages 80 Cisco: approximately 1055 stations serving eight agencies Avaya: remaining stations

Project Purpose ISSUES
Fujitsu system is past end of life (EOL) and end of service (EOS); failure of significant component could result in major outage of indefinite duration Mitel offers minimal feature set and limited integration with current telephone network; lease agreements expires June 2020 and can be extended only on month-to-month basis, making Mitel more difficult and expensive to sustain GOALS To protect State from risk of major voice communication outage, replace Fujitsu platform entirely Migrate to a more consolidated architecture comprising Avaya and Cisco technology to improve cost-effectiveness and maintainability Offer State agencies new voice communication features as a by-product of upgrade

Initiation Phase Activities
Complete and/or verify inventory of voice technology (including locations and customers) to support additional planning Develop guide for agency-by-agency discovery and begin that process Implement project governance structure Initiate project-related communications Plan Independent Verification & Validation (IV&V) approach Develop draft Voice Upgrade Project Management Plan, including initial work plan and implementation strategy Build project team, including obtaining contractor project administration support

We request certification for Initiation, with $20,000 in funding for work during this phase
