Pipeline Safety Electronic Data Reporting Project

Project Description The Pipeline Safety Bureau of the New Mexico Public Regulation Commission: • is charged with the task of enforcing Federal and State Pipeline Safety Regulations in order to provide for the safety of the citizens of New Mexico. • is responsible for investigating intrastate pipeline accidents within New Mexico. • enforces the State Excavation Damage Prevention Law. • is responsible for licensing crude oil, natural gas, and oil and gas product pipelines. The purpose of the Pipeline project was to Convert 25 compliance inspection MS Word document into a web based on-line/data collection application using existing hardware. Completion of this project allowed the Pipeline Safety Bureau of the New Mexico Public Regulation Commission to: • perform reporting online. • compile the reports in a timely fashion. • post the reports online for review and comments. • create data entry for online inspection in offline mode. • comply with Pipeline Inspection, Protection, Enforcement, and Safety Act of 2006.

Parts of the Project Create Online Representation of Report
Microsoft CRM Application used to have online/offline representation of 25 forms for input of Inspection notes and comments Application Converts Report to Form Application gathers input from User and re-creates the form to look like the federal form filled out. Also generates a complete letter based off of unsatisfactory/satisfactory items. Completed Forms are Online for Manager Review Completed forms are available offline to sync to application once online and made available for review by lead administrator and bureau chief for approval.

Lessons Learned The agency realizes that in order to achieve its goals, designated employees of the division (Subject Matter Experts) need to take time off their busy schedule to meet and talk with the contractor on a regular timeframe. Complete understanding of needs by Contractor is crucial for the complete outcome.
