4 ICT Support Project summary  Implementation model  Working mode is mutually participatory  ICT Technical Support Project is divided to five projects each supporting a respective UDSM/IET project  UDSM and IET Projects are managed by UDSM/IET Project Managers with support from a dedicated Finnish Project Manager and Finnish volunteering ICT specialists  Support Project reports to UDSM and IET Project Coordination Committees and to PITKY CEO and COO

5 ICT Support Project summary  Implementation resources  ICT Support Project Resource pool is recruited and it includes volunteering members of  Information Processing Association of Tampere Region, PITKY,  Information Processing Association of Helsinki Region, HETKY,  TAMK University of Applied Sciences.

8 1. eLearning System for Rural Secondary Schools  Background:  Lack of funds to buy learning materials (e.g. books) in rural schools and poor teacher qualifications lead to poor learning results in national examinations. Especially in natural sciences situation is critical. This is partially due to big increase in number of primary and secondary schools as a result of government program but not enough capability to increase and improve teacher education and learning materials.  Needs:  Technical support in establishment of eLearning centres (offline/online) in rural schools where pupils have access to digital learning materials. Support in production of these learning materials and in designing, setting up and piloting the eLearning System. Establishment of multimedia laboratory at UDSM.  Support Means:  Specialist training in TAMK and exchanges between educational technology centre and in interactive media and computer science. Technical and project management support for designing, implementing, setting up and piloting eLearning System. Collaboration and discussions online. 7

9 2.a ICT Mediated Distance Learning on university level  Background:  UDSM has to restrict the number of students because of the restricted space in the campus in Dar es Salaam. Not everyone can afford studying in Dar es Salaam. MBA and PhD programs will be taught online from UDSM to Mwanza, Arusha, Dodoma and Mbea. KEWL was proposed for LMS but now looking into switching to Moodle.  Needs:  Technical and pedagogical support in production of the learning materials and instructional design as well as in designing, implementing and setting up the two first Distant Learning Centres.  Support Means:  Specialist exchanges between CVL and eEDU (and possibly TAMK Computer Centre). Support Project provides specialist support locally for ICT technical design, setting up and problem solving of ICT challenges. Collaboration and discussions online. 8

10 2.b ICT Mediated Distance Learning in Teacher Training  Background:  Major shortage of teachers in secondary schools especially in rural areas. Lack of teacher qualifications. Teachers can’t come to Dar to be educated. CVL has applied funds from other sources to set up teacher education online. Teacher Education Colleges around Tanzania are already well equipped in ICT tools.  Needs:  Consultation in the online teacher education curriculum, instructional design and training for the teacher educators. Technical support for design, implementation and piloting the on-line Teacher Training system.  Means:  Specialist exchanges between USDM and TAMK’s Teacher Education Centre. Specialist support in technical issues locally on-site by working together hands-on and remotely from Finland by collaboration and discussions on-line. 9

11 3. Mobile Software Development  Background:  Mobile devices are medium which nearly 50% of Tanzanians have access to. UDSM took part in workshop course by Nokia in South Africa where university staff was educated to start mobile programming course in Fall 2008. This will be a short course given at the UDSM CoET initially but curriculum is under review to include it.  Needs:  Technical support in establishing the mobile programming lab at UDSM (by Nokia’s funding) and teacher support in mobile programming courses.  Means:  Specialist exchanges in computer sciences (esp. mobile programming) between TAMK, PITKY and UDSM / IET. Possibility for joint eLearning courses in mobile programming. Support for getting the right skills for creating business in Mobile Service Development. Contacts to Nokia to be built. 10

12 4. Software Incubator  Background:  An incubation centre is planned to be set up at USDM. Incubator activity is needed to generate entrepreneurial attitude among students and to create commercially viable software development which will answer to the needs of Tanzanian society and business context.  Needs:  Exchange of ideas, experiences and competence transfer in entrepreneurship education, conceptualization of Tanzanian student entrepreneur model. Setting up the environment for Software Incubator. Study of the Tanzanian business environment to find suitable markets and niches for software products.  Means:  Specialist exchanges between USDM, PITKY and TAMK ProAcademy. Specialist support locally by working together hands-on and remotely from Finland by collaboration and discussions on-line. 11

13 5.a IET Web Development skills  Background:  IET (Institute of Engineers Tanzania) is the roof NGO organization for all engineers in Tanzania. They have identified the lack of modern web development skills as a key factor in hindering development of eServices in Tanzania.  Needs:  Provide courses in web development for the IET members. Training should focus in the local trainers (in-depth) so they can disseminate the training further.  Means:  2 week intensive training the trainers course in Dar es Salaam by PITKY, HETKY or TAMK volunteers. 12

14 5.b IET Project Management skills  Background:  IET have identified the lack of modern project management skills as one of the key factors in successfully completing projects in schedule with high quality results.  Needs:  Provide courses in project management for the IET members. Training should focus in the local trainers (in-depth) so they can disseminate the training further.  Means:  2 week intensive training the trainers course in Project Management skills will be given in Dar es Salaam for IET members and for the students of the UDSM by Support Project staff. 13

15 5.c IET Communication & Learning Portal for Engineers  Background:  Members of IET need a medium to disseminate professional information, news and research findings relevant to their work. Currently it is very difficult to find this kind of information and IET doesn’t have a website online to make the information available. IET also wants to market sciences and technology in education as it is currently not a popular choice for students.  Needs:  IET needs technical and pedagogical support in establishing a website which can both act as an information and dissemination channel for IET members and market sciences and technology for prospective students.  Means:  Knowledge on modern CMS and/or social networking tools in the ICT Support Project Resource Pool to be used to help to set up the website. Training the skills to maintain the website will be given during the intensive course on web development to IET trainers. Once the website is set up, no further support for this should be required from the Finnish partners. 14
