Capital: call for projects to local agencies for capital improvements. Cap-TAP Program: Provide assistance to local agencies in identifying and designing projects that encourage non-automotive school trips. Capital Program: Projects could potentially flow from a TAP project or completed walk audit. Timing: New program proposed to start July 1, 2011 and end June 30, 2013.
